Purpose of Post:

The Payroll Manager will be required to support the Senior Payroll Manager with planning the Payroll and Pensions Team’s work, monitoring its performance, celebrating successes and acting on problem areas.  You will also contribute to the overall success of Shared Service Centre by working effectively with other parts of the group, and with other service areas.

You will be responsible for ensuring payments are made accurately and on time using the CGI Payroll system. 

Good governance in everything we do is essential, so you will ensure that the team operates high standards of control, propriety, regularity and separation of duties and maintains audit trails and records of its work – this being subject to regular audit.

Key tasks:

To work with the Senior Payroll Manager in ensuring that payroll runs are successfully completed each month.

Deal professionally and confidentially with a wide range of pay queries from individuals and key stakeholders such as CGI, Sodexo and HMRC both internal and external to the Welsh Government.

Undertake detailed calculations in support of payroll work.

Working with the Senior Payroll Manager in the administration, management and control of the team’s work to ensure timely and accurate delivery of services.  This includes reviewing and checking work of others within the Payroll team and for undertaking continuous improvements to processes.  

To undertake additional pieces of work associated with Payroll such as overtime claims.

Support with / manage a range of employee benefits e.g. advances/loans, salary sacrifice, pension’s administration, childcare vouchers. Contribute to ongoing consideration of the organisational benefits of such schemes and ensuring these are managed as effectively as possible.

Supervision of Team Support staff.

Job Specifics:

  1. Have professional experience of delivering electronic monthly payroll and pension’s services within organisations exceeding 1,000 employees.
  2. Excellent IT skills including Microsoft Office Packages in particular the use of Microsoft Excel.
  3. Knowledge and understanding of basic legislation affecting payroll administration as well as tax requirements. Ideally this can be supported with a Payroll qualifications, e.g. CIPP or professional experience.

Assessment Process

Applicants who are successful as a result of the sift will be required to undertake a 45 minute supervised Microsoft Teams test prior to interview.

The test will be assessed against one of the job specific criteria and there will be no prior preparation required for this test.
