Purpose of Post:
CIW is the independent regulator of social care and childcare. CIW registers, inspects and takes action to improve the quality and safety of services for the well-being of the people of Wales.
Reporting to the Senior Manager, Corporate and Business Services this post will lead on the preparation, allocation and management of the CIW budget through the development and implementation of systems that support the efficient and effective use of resources and ensure financial compliance in all aspects of business conduct.
The post holder will also have lead responsibility for all areas of contract management activity for the organisation.
Line management of 1 x Higher Executive Officer , 1 x Team Support
Responsibility for the Finance & Procurement team, and providing support to the Chief Inspector and Senior Management Team in negotiating the annual budget bid, the allocation of funds to budgets and to manage the delegation of budgets to teams within CIW.
Leading on the planning, management, monitoring and reporting of CIW’s budgets to include profiling expenditure patterns and trends across the course of the financial year, preparing a budget forecast for the forthcoming financial year and to update this forecast on a monthly basis in the light of actual expenditure.
To lead on all contract management for CIW, providing advice and support to Senior Managers, managing and advising on all contracts and working to Corporate Procurement Service (CPS) procurement disciplines.
To lead on the completion and reporting of all internal audit functions including Internal Financial controls, T&S audit and Statement of Internal Controls.
To provide the Senior Management Team with detailed analysis of the monthly budget reports received from SAP and undertake an analysis of key areas of expenditure.
To lead on the preparation and submission of the year-end financial, and future forecast reports, in line with procedures.
To continuously review and develop internal financial systems so as to ensure that they provide accurate, relevant and timely information.
To lead on business planning activities for the organisation and ensure that robust and accurate financial information is available to support and inform all strategic and operational plans and documents.
Produce accurate and timely papers, reports and briefings for the Senior Management Team and in relation to identified business priorities
To lead on the governance, delegations and controls framework for CIW ensuring compliance with the following:
- Risk Register
- Gifts and Hospitality
- Health & Safety
- Business Continuity
- Losses/Special Payments
To act as the Health and Safety lead for CIW, attending regular meetings and providing advice to the Senior Management Team as required
Managing own professional development and seeking appropriate opportunities in discussion with the Senior Manager, Corporate and Business Services.

Job Specific Criteria:
- Demonstrate experience of working confidently with financial systems and data including preparation of budget forecasts, managing and monitoring budget against agreed plans
- Ability to produce and present accurate and timely papers, reports and briefings for the Senior Management Team in relation to key projects/business priorities
- Demonstrate strong leadership skills in leading and managing a team in the effective and efficient delivery of designated functions.
