Purpose of Post:

  • The Operations Branch of Marine and Fisheries Division is responsible for all aspects of fish, fishing and fisheries enforcement. Fisheries policy in Wales is underpinned by the Wales Fisheries Strategy. One of the major policy areas within Fisheries relates to Sea Fishing. This area brings staff in direct contact with the fishing industry, the technical measures that control fishing and with other parts of the UK and Europe.
  • We are looking for a 2 Senior Marine Enforcement Officer (Team leaders) to manage a dispersed team of Marine Enforcement Officers to deliver Fisheries and Marine inspection and enforcement activities on behalf of the Welsh Government.
  • The post holder will be responsible for supervising, managing and motivating team members to provide effective service delivery on behalf of the Welsh Government to Marine stakeholders in Wales.
  • As a team leader, you will be the contact point for all team members, so your communication skills should be excellent. You should also be able to act proactively to ensure smooth team operations and effective collaboration.
  • The post holder should be able to lead by setting a good example and engage the team to achieve goals.
  • The post holder will be expected to carry out enforcement duties and may be required to spend time at sea undertaking enforcement activity on one of the Welsh Governments Fisheries Patrol Vessels. 

Key tasks:

  • To manage, co-ordinate, monitor and direct the work progress of shore based Marine Enforcement Officers including setting clear team goals, delegating tasks and setting deadlines for work
  • Develop plans for and enforce against commercial fisheries in Wales
  • To be responsible for the implementation and monitoring of agreed health and safety management procedures within the team including risk assessments, safe systems of work and the provision of personal protective equipment.
  • To be fully conversant with fisheries legislation in order to provide advice and guidance to team
  • To conduct investigations of fisheries or marine related matters and oversee all investigations by their team ensuring the required standards and timelines are met.
  • To organise and participate in training of Marine Enforcement Officers, both in house and on outside courses.
  • Regular liaison with the fishing industry, other parts of Welsh Government, Other Government Departments, the Police, Local Authorities, Natural Resources Wales and statutory and non-statutory bodies.
  • To organise and participate in public relations duties
  • Provide Operational advice on fisheries matters to other teams within the Marine and Fisheries Division as well as the wider Welsh Government.
  • To appraise the performance of line managed staff in accordance with adopted procedures.
  • To ensure the required reporting procedures for shore based Marine Enforcement Officers are completed and submitted within the required timescales.                                  
  • Any other duties commensurate with the grade of this post.

Development opportunities:

Individuals will be required to train to become fully warranted officers.  The training and supervision will take around a year to complete and will include intensive courses in a range of activities.

  • ENG1 Seafarers medical (Candidates must be able to pass this within 6 month probation period)
  • STCW – Personal Survival Techniques (Candidates must be able to pass this within 6 month probation period).

Work Pattern

This post will be subject to the Welsh Governments Annualised Hours contract which will require staff to work a fixed number of hours per year but hours will be more intensive in certain periods and less intensive in other periods.  Post holders may be expected to work unsocial hours (during the evening, night and at weekends to align with fishing activity) and aboard Welsh Governments Fisheries Patrol Vessels.
