Purpose of Post:

  • The Control and enforcement Branch of Marine and Fisheries Division is responsible for all aspects of fish, fishing and fisheries enforcement. Fisheries policy in Wales is underpinned by the Wales Fisheries Strategy. One of the major policy areas within Fisheries relates to Sea Fishing. This area brings staff in direct contact with the fishing industry, the technical measures that control fishing and with other parts of the UK and Europe.
  • The main purpose of this post is to provide service delivery, inspection and enforcement activities on behalf of the Welsh Government to the fishing industry, those engaged in construction and dredging work at sea and other marine stakeholders in Wales.  As part of a National team, you will help to enforce fisheries legislation applicable in Wales – including the monitoring of fish landings at local ports, checking log books/landing declarations and where necessary, gathering evidence, preparation of Investigations case files which may lead onto prosecution for which you may be required to give evidence.  You will also be required to plan for and enforce against commercial intertidal fisheries (e.g. hand gathering of cockles and mussels etc).
  • The post holder will be required to spend time at sea undertaking enforcement activity on one of the Welsh Governments Fisheries Patrol Vessels. 
  • The post holder may on occasion be required to work as part of the Welsh Fisheries Monitoring Centre based in Milford Haven.

Key tasks:

  • Develop plans for and enforce against commercial fisheries in Wales;
  • Enforce against shore side commercial fishing activities. 
  • Gather and communicate intelligence on fishing activities around the coast line;
  • Enforce against marine environmental issues;
  • Gather evidence, conduct investigations in accordance with the Police and Criminal Evidence Act, prepare case files and may be required to give evidence at court.
  • Provision of technical advice to policy colleagues on fishing operations, fish distribution, processing and other maritime related matters;
  • Collect fisheries statistics for Welsh ports and Welsh administered vessels;
  • Obtain biological sampling data and support Science teams within the Marine and Fisheries Division;
  • Regular liaison with the fishing industry, other parts of Welsh Government, Other Government Departments, the Police, Local Authorities, Natural Resources Wales and statutory and non-statutory bodies.
  • Undertake when required seagoing patrols, acting as on-board enforcement officers. 
  • Utilise/staff shore-launched craft as part of shore or sea patrols.

Development opportunities:

The role will require individuals to board vessels, examine the fish caught or landed and therefore requires a degree of physical fitness. 

Individuals will be required to train to become fully warranted Marine Enforcement Officers. The training and supervision will take around a year to complete and will include intensive courses in a range of activities.

Essential requirements

  • Full UK Driving Licence.

Desirable requirements

  • Knowledge and experience of fishing industry or marine science
  • Understanding of the Police and Criminal Evidence Act or working in an enforcement capacity
  • Experience of spending time at sea.
  • ENG1 Seafarers medical (Candidates must be able to pass this within 6 month probation period)
  • STCW – Personal Survival Techniques (Candidates must be able to pass this within 6 month probation period).
  • Powerboating or other seafaring qualification.

Work Pattern

This post will be subject to the Welsh Governments Annualised Hours contract which will require staff to work a fixed number of hours per year but hours will be more intensive in certain periods and less intensive in other periods.  Post holders will be expected to work unsocial hours (during the evening, night and at weekends to align with fishing activity) and aboard Welsh Governments Fisheries Patrol Vessels for periods of up to 3 days.
