Purpose of Post:

The successful candidate can expect to join an exciting, new organisation. Established in October 2017 as the Welsh Government’s first non-ministerial department, the WRA will operationalise its newly devolved powers to collect the first Welsh taxes in 800 years – Land Transaction Tax and Land Disposal Tax – generating the income to fund our Welsh public services directly.

 

The Welsh Revenue Authority (WRA) is developing into a small but specialised organisation.  Reporting to the Chief Strategy Officer, this role will provide a fantastic opportunity to shape and influence how we mature as a digital organisation.  As we are in an exciting development phase this role will be wide ranging, reaching across the entire organisation, and will require a significant degree of flexibility.

 

The post holder will lead a team with a number of key functions, including leading and developing the ICT service and ensuring we continuously improve and adapt our digital systems.  They will be key in driving delivery through negotiation and collaboration to ensure successful delivery with steady improvements.  As well as delivering in the fast-paced current environment, they will need to act strategically in considering the future requirements of the organisation, its customers, stakeholders and the wider public services in Wales, as well as leaning from best practice.    

Key tasks:

●     develop a technical roadmap and strategic plan for digital services and ensure digital developments are designed to support and further WRA’s strategic purpose
●     use innovative technology and improvements in online services to streamline service delivery and improve customer services
●     ensure and drive delivery, using strong negotiation and collaboration skills
●     ensuring that digitally driven solutions and services are fully supported by the right architectures and systems
●     work within and embed Government Digital Service’s Government Design Principles, and lead on agile methodologies
●     oversee the management of digital contracts and oversee the procurement and re-procurement of digital services
●     manage the departmental budget to ensure best value is delivered and ensure that accurate forecasts are made
●     work closely with the customer insight team to ensure any new services meet the needs of customers and are supported by researched quality content.  Lead and motivate multiple multi-disciplinary teams, having the knowledge and experience to provide support and guidance
●     bring together appropriate skills and input from across WRA, other Government departments, stakeholders, external partners, service providers and contractors
●     ensure teams are able to work effectively and encourage cross team working
●     work closely with other organisations including the Welsh Government, HMRC and the Government Digital Service to ensure good relationships and effective communication
●     support the Chief Strategy Officer as part of the management team
●     play an active role across UK Government as part of the Digital, Data and Technology Profession

This is a rare opportunity to be directly involved in the establishment of a brand new public body in Wales with full responsibility for the development, implementation, maintenance and improvement of the Welsh Revenue Authorities ICT, across the whole organisation.

Terms of Appointment


The post is available on a permanent basis. Successful candidates who are existing Civil Service employees may request to transfer on loan for up to three years.

The Welsh Revenue Authority (WRA) is a non-ministerial department of the Welsh Government, and therefore is a separate employer and legal entity. WRA employees will be Civil Servants.

Whilst the Terms and Conditions of the Welsh Revenue Authority are still being confirmed, it is anticipated that they will follow those of the Welsh Government.

In accordance with part 2 of the Tax Collection and Management (Wales) Act 2016, all WRA staff are required to sign a Declaration of Confidentiality in relation to personal taxpayer information.

As part of the assessment for this role, candidates will have a one to one discussion with a member of the WRA Board ahead of a panel interview.
