Function of body

The Enterprise Zones are designated geographical areas that support new and expanding businesses by providing a first class business infrastructure and support.


Each of the Enterprise Zones has a focus on one or more key business sectors.

The current Enterprise Zone Advisory Boards were appointed in 2015 with a three year tenure which ends on 31 July 2018.  The Welsh Government is seeking to appoint additional members for each Board for a three year tenure from 1 August 2018 – 31 July 2021. 


The role of the independent, private-sector led Enterprise Zone Boards is to advise the Welsh Government on:

  

The role of the Enterprise Zone Board is to provide the Welsh Government with advice on: 

 

  • The implementation and delivery of Enterprise Zone actions and priorities.

 

  • Opportunity identification and securing jobs and investment in Enterprise Zones, ensuring that Equality and Diversity issues are addressed.

 

  • Reviewing progress to date and activity in relation to the Enterprise Zone, which may include strategic advice towards investment opportunities, encouraging supply chain development, identifying property and infrastructure needs, business support, 
    international export, R&D, and marketing and promotion of the Enterprise Zone.

 

  • Reviewing the existing strategies ensuring they remain current and reflect the opportunities presented to support Wales achieve strong growth in Jobs and wealth within Enterprise Zones.

Role description

The role of the Enterprise Zone Boards is to advise the Welsh Government on the implementation and delivery of action plans and priorities for the Zones, including:

 

  • Strategic advice towards investment opportunities
  • Encouraging supply chain development
  • Identifying property and infrastructure needs
  • Marketing and promotion of Enterprise Boards.

 

The Welsh Government is seeking to appoint members to the Port Talbot Waterfront Enterprise Zone Advisory Board.

To be considered, you must be able to demonstrate that you have the qualities, skills and experience to meet all the essential criteria for appointment.

Members of the Boards will be expected to:

  • Attend Board meetings when requested
  • Remain up to date with developments and current needs of the Enterprise Zone
  • Have a good knowledge of the Enterprise Zone practices within the UK
  • Maintain commercial confidentiality of private sector interests
  • Provide impartial and independent input to discussions
  • Foster close working relationships with experts and organisations

 
All members of the Boards will require the following core skills:

  • A current practitioner with a proven track record in the relevant sector(s).
  • A commitment to developing the sector within Wales.
  • An understanding of how Government can work with business to increase the contribution of specific sectors to a country’s economic achievement.
  • A good grasp of what it takes to succeed in business.
  • Experience of identifying strategic commercial opportunities and monitoring the successful delivery of these opportunities.
  • Experience of working with others  towards a challenging strategic goal.
  • A clear understanding and commitment to equality and diversity.
  • Have a clear understanding and commitment to Nolan’s ‘Seven Principles of Public Life’.

 

In addition, we are seeking the following skills in particular to each Enterprise Zone:

 

Port Talbot Waterfront Enterprise Zone

 

  • A current practitioner with a proven track record in the Energy & Environment, Advanced Materials & Manufacturing or Construction sectors.

 

  • Knowledge and experience of the above via other means, for example an established and in-depth academic or research programme involving collaboration with relevant organisations or sectors. 

 

  • Local knowledge of the area relevant to the Enterprise Zone.  

 

Welsh Language

 

Welsh Language skills are essential for one of the posts and desirable for the others.

Eligibility

Applicants should be persons who conduct themselves at all times in a manner which will maintain public confidence.  In particular applicants are requested to declare whether they are aware of anything in their private or professional life that would be an embarrassment to themselves or to the Welsh Government if it became known in the event of appointment.

Conflict of Interests

You will be asked to declare any private interests which may, or may be perceived to, conflict with the role and responsibilities as a Member of the Enterprise Zone Advisory Boards, including any business interests and positions of authority outside of the role in the Enterprise Zone Advisory Boards.

 

Any conflicts of interest will be explored at selection.  If appointed, you will also be required to declare these interests on a register which is available to the public.

You will be expected to demonstrate high standards of corporate and personal conduct.
