Function of body

Public Health Wales is the National Public Health Institute in Wales. Its vision is Working to achieve a healthier future for Wales and, in delivering this vision, it plays a pivotal role in driving improvements in population health and wellbeing, reducing health inequalities, improving healthcare outcomes, protecting the public and supporting the development of health in all policies across Wales.

The organisation works closely with communities, NHS organisations, local authorities, ministers and officials and a wide range of partners including the voluntary sector, housing, education and the police and criminal justice system. It also has an increasing role in supporting public health internationally as a World Health Organization Collaborating Centre and through its many relationships with international partners including the International Association of National Public Health Institutes.

Role description

  • Acting as Chair in the absence of the Board Chair;

  • Supporting the Chair and the wider Board in their responsibilities as outlined above;

  • Representing the Chair and the organisation at events at the Chair’s discretion;

  • Attending the NHS Wales Vice Chairs Peer Group meetings, taking an active role in representing the organisation’s interests and feeding back to the Chair and other organisational representatives as appropriate; ensuring that population health considerations are represented during discussions; attending the regular Ministerial meetings with this peer group;

  • Representing the organisation in system leadership work area;

  • Readiness to chair and/or be a member of one or more PHW Board sub-committees;

  • Proactively engaging in and influencing strategic issues on behalf of the Chair and Board;

  • Undertake an external ambassador role, delivering in the public spotlight and instilling public confidence.

Person specification

  • Experience of leading and/or developing a successful private, public or third sector organisation, or significant component thereof, with the ability to look ahead and provide strategic leadership;

  • Experience of understanding the relationship between resource allocation and management and delivery of service priorities within a framework of robust governance;

  • Ability to analyse complex information and contribute to sound decision making;

  • Ability to work with the Executives to ensure the Board leads the organisation effectively. Where necessarily you will demonstrate skills that will enable you to hold the executives to account for performance whilst maintaining a constructive relationship;

  • Ability to contribute to the Governance of the organisation, ensuring it is open and honest in its work;

  • Experience of working within complex stakeholder environments and multi-disciplinary teams
