Purpose of Post

Context

As a devolved administration, Wales is pursuing distinctive legislative and policy programmes which will ensure it has sustainable, responsive and citizen focused public services.  This is particularly the case in respect of the Welsh NHS.  In 2009 NHS structures were simplified to create seven large Health Boards with responsibility for the health of local residents and the planning and delivery of health care services.  Three Trusts offer All-Wales or specialised services. 

The reforms offered the opportunity to create a strong leadership community and a sense of ambitious future direction.  The overarching approach is set in the context of Prudent Health Care (www.prudenthealthcare.org.uk) with a focus on enhanced health, improved quality, better outcomes, stronger performance and financial stability. 

The Health and Social Services Group has a very broad and complex range of responsibilities.  It provides support and advice to the Minister for Health and Social Services, to the Deputy Minister for Health, and to the Minister for Finance and Government Business in respect of the Knowledge and Analytical Services (KAS) function.  It leads on policy development for health and social services.  It also has direct responsibility for significant areas of delivery – particularly across the Welsh NHS, and more recently has taken on corporate responsibility for KAS functions.  Finally the Group works closely with other Government portfolios recognising the many areas where policy and delivery require a coordinated approach.

 

Job Context and Background

The Welsh Government is determined to improve health and reduce health inequalities.  There is also a strong commitment to drive up the quality of healthcare services on a sustainable basis.  Successful progress in these areas will require effective clinical and professional leadership.  The Chief Medical Officer post (which incorporates the Medical Director NHS Wales role) will be at the heart of our work in this regard and the role’s responsibilities will extend directly to the highest levels of Government.  The postholder will be expected to make a positive impact on population health, quality and safety, research and development and a confident forward looking medical profession across Wales.
