Purpose of Post:

The purpose of this role is to provide Healthcare Inspectorate Wales (HIW) with senior professional, clinical and service expertise in order to ensure that HIW’s work is clinically assured, credible and reflects best practice.

The role is responsible for oversight and implementation of HIWs Quality Strategy and governance.

The post holder will be an active member of the HIW Executive team, and will be required to be the Executive lead for specific health boards and trusts to strengthen, support and be a point of escalation for existing HIW relationship management arrangements. 

The post holder will be required to participate in inspection and review activity when necessary, and/or to provide feedback and challenge to organisations following inspection and review.
 

Key tasks:

To provide expert clinical, service, and professional advice and leadership within HIW.

To provide, as a member of the HIW Executive team, high quality clinical advice and support to the Chief Executive and Directors, and to contribute to the decision making of HIW Senior Leadership Team.

To direct and have strategic oversight of specific activities and functions within the delegated portfolio, including day-to-day leadership and management of the Review Service for Mental Health (RSMH)/Second Opinion Appointed Doctor (SOAD) service, and the clinical advice and quality governance function within HIW.

To draw on professional networks to assist HIW in accessing appropriate clinical and professional advice in areas where the post holder and other members of the HIW clinical team do not have the required experience and expertise.

To ensure provision of clinical advice to HIW staff in the maintenance and development of review methodologies to ensure they reflect current issues, national policy, and recognised clinical guidance and best practice standards.

To provide leadership and direction to ensure effective systems and processes are in place to deliver the HIW Quality Strategy.

To lead and develop the HIW Clinical Peer Reviewer pool, ensuring high standards of clinical input to the registration, inspection, review, and assurance aspects of HIW’s work.

To apply professional knowledge and service experience to inform training, development and support for HIW staff in order to develop their skills, expertise and service knowledge.

To develop and maintain effective inward and outward working relationships with key internal and external stakeholders, including other service and professional regulators and within government.

To use clinical and professional networks to assist dissemination of HIW inspection and review findings, to contribute to national improvement work and support system learning.

This post offers an opportunity for an experienced clinical professional to gain wider experience in the delivery of inspection and regulation.

The post also offers an opportunity to gain experience in the development of new methodologies for NHS and Independent sector inspection and contribute to service standards improvement across the whole of Wales.

Job Specific  Criteria: 

1)    Current Registration with a professional body relevant to the post and with a minimum of a Masters level degree in a health related subject. 

2)    Experience at a senior level of clinical and managerial delivery across a variety of healthcare service areas such as acute secondary care, specialist tertiary care, community and primary care, mental health care. Ideally this experience will have provided:
 
•    Good understanding of inspection, investigation, audit and improvement, reviews and professional regulation within healthcare settings. 
 
•    Experience of independent investigation and regulation, with a good understanding of legal and regulatory frameworks.

3)    Excellent communication skills orally and in writing and able to demonstrate an ability to communicate clearly and effectively with professional staff and with the public. This should include the ability to analyse and interpret large volumes of information and communicate findings.
