This is an exciting opportunity to join a group of researchers working as part of the Government Social Research (GSR) profession. As a Senior Research Officer (SRO) at the Welsh Government, the post-holders would work closely with policy colleagues and other analysts. Post-holders will be responsible for the development and oversight of a research programme.
All posts will involve supporting emerging needs from the relevant policy areas as well as contributing to projects working across different teams in the Research Profession. Please contact us if you wish to request the most recent list of SRO vacancies within the social research profession.
Successful candidates will be matched into suitable roles based on informal discussions with the head of profession and relevant line manager. Whilst every effort will be made to match candidates to their preferred roles, placement in particular posts cannot be guaranteed. The indicative key tasks outlined below may not all necessarily be required within a single post and other tasks may also be undertaken. There will be a greater emphasis on autonomy and leading projects for a Senior Research Officer role.
What your organisation will expect?
- Contribute to the development of an evidence base for policy and influence budget decisions. By providing relevant, timely and reliable evidence.
- Work with policy colleagues and other analysts to support the delivery of departmental evidence plans. By identifying and prioritising research requirements and evidence gaps. Also developing projects that meet departmental requirements.
- Keep abreast of relevant evidence and methods and communicate findings to key policy colleagues.
- Ensure projects and contracts are delivered within deadlines, resource constraints. Also ensuring compliance with appropriate professional standards, by using project management techniques.
- Ensure that sound financial management procedures are followed.
- Promote the effective use of social research in strategy, policy development and delivery. Both across the Welsh Government and externally.
- Contribute to quality/improvement activities within own job, and through the wider GSR network.
What your team will expect?
- Lead and/or manage the development and delivery of research and evaluation projects.
- Support and encourage policy colleagues to develop their understanding of social research. This includes appreciating how social research can support wider Welsh Government aims.
- Advise and support internal colleagues on technical and professional social research issues.
- Ensure any line managed staff are developed. Through the provision of direction, advice and support for training and professional development.
- Deputise for Principal Research Officers as required.
- Contribute to other areas of research and evaluation, as deemed appropriate by line manager.
What your stakeholders will expect?
- Ensure that research findings are communicated effectively. Including findings feeding into policy and service development, delivery and evaluation.
- Develop and maintain strategic links with the wider research community. Within Wales, the UK and internationally.
- Work with other public sector organisations where common areas of interest are identified.
Welsh language skills are desirable for these posts. Although applications are welcomed from both non-Welsh speakers and Welsh speakers. Candidates will have opportunities to use and develop their Welsh language skills. All posts enable use of written and spoken Welsh. As well as the chance to use them for wider divisional work.

Competencies / Job Specific Criteria
Candidates are asked to provide evidence in the following format in their application;

- Leadership skills and experience of managing a research project/s where you have managed performance, resources and relationships to ensure effective delivery (500 words).
Job Specific Criteria:
- Must be a current member of the Government Social Research profession. If you are not a GSR member, you would need to pass the sift and undertake an online Knowledge Test to become a GSR member.

Postings and Terms and Conditions
- The inward loan opportunities are only open to current Civil Servants (on a loan only basis). This opportunity is open to current civil service employees on a fixed term or permanent contract who were recruited to their current post via fair and open competition. Those on fixed term contracts can only be appointed for the remainder of their fixed term contract. Those on fixed term or permanent contracts who are not currently working in the civil service are not eligible to apply.
- Roles are available for either short-term opportunities (6-12 months) or longer term opportunities (up to a maximum of 2 years).
- You are not expected to gain a permanent transfer across to the Welsh Government.
- All roles are available at substantive grade and lateral transfer only. This opportunity is not available on a temporary promotion basis.
- Temporary promotion or permanent promotion opportunities are not available through this opportunity, however, many of the roles will offer the opportunity to gain valuable experience, broaden networks and learn new skills.
