Purpose of Post:
To support the Head of Conservation, Senior Conservation Surveyor in the development and timely delivery of a detailed annual programme and related projects of conservation work across the Properties in Care in the South Central Wales region.
Direct line management responsibility for the Conservation Works Supervisor with indirect responsibility for Cadwraeth. Oversee direction and motivation of staff to ensure safe working practices and compliance with statutory regulations in conjunction with implementing approved safety and mandatory training programmes. Oversee and approve Method Statements, Safety Plans, Construction Site Documentation, and Risk Assessments as required. Ensure correct Health and Safety practice is adhered to on site at all times. Report breaches to management promptly. Ensure that all Cadw plant and tools and leased vehicles are serviced, repaired and maintained as required, and ensure timely delivery and supply of scaffolding, plant and materials, necessary for the progress of all works undertaken by Cadwraeth for continuity and to ensure that productivity is maximized.
Regularly audit presentation and condition performance at monuments and sites, to ensure risks to visitor and staff safety, and site presentation standards are achieved and maintained. Ensure adherence to cyclical maintenance regimes is effective and statutory compliance is met (including observations ongrounds maintenance, site and premises, litter, tree safety, etc.) and take action as required. Report instances of performance gaps, damage, compliance risk or deterioration and implement corrective, remedial, reactive and emergency works where necessary.
Carry out periodical site inspections to assess site and fabric condition, maintenance standards, visitor safety and damage, deterioration or decay. Prioritise inspection findings and remedial works regionally in line with risk, historical significance and resources, via external contractors or Cadwraeth, and coordinate external and internal specialist advice where required e.g., Ecology Reports, Cadw Inspectorate, Structural Engineers etc. to ensure remedial options are compliant and will follow conservation best practice. From inspections and other reports, generate & develop ongoing work programmes including identification of larger capital project potential, for future annual conservation programmes. This will require an intermediate level of IT experience.
Prepare work schedules, specifications and contract documentation for individual contract works (e.g., for one off specific repair, maintenance, small development, replacements, improvements and adaptations). Assist in renewal of national contracts (e.g., facilities management, vehicle fleet, PPE etc.), consultancy and supplier frameworks, etc. and appoint and supervise regionally. Procure timely materials, plant, equipment and services identified in Cadwraeth Conservation Programmes, and procure and appoint contractors, suppliers and consultants. Ensure strict adherence to WG Procurement rules, budget control and best practice.
To help ensure that Cadw’s work is promoted, and understood by visitors and wider audiences where applicable, including showcasing our work to visitors, attending and representing Cadw at external events, work demonstrations, media opportunities etc.In addition to the duties and responsibilities listed, the job holder may be required to perform other duties assigned by management applicable to the Grade.

Job Specific Criteria:
- An appropriate professional (NVQ level 4 or above) or advanced craft level qualification supplemented by project programming and management qualifications or experience and/or the ability to demonstrate ability and aptitude as a result of proven experience and practice over a period of not less than 5 years with a recognised heritage body or main contractor.
- An understanding of historic environment, building conservation, traditional materials and methods of construction, specialist conservation techniques, and best practice in the maintenance, conservation, repair and management of historic buildings, along with a working knowledge of the regulations affecting construction work, health & safety, operational maintenance, construction management and statutory compliance.
- Experience in specifying, planning & managing multiple small works projects and managing staff, programmes, and allocated budgets. Ability to multi task, and identify and assess situations where increased risk may arise, and take appropriate corrective action promptly where priorities may change.
