Purpose of Post:

Head of Information and Archive Services leads the Welsh Government’s work to better manage its knowledge and information. The unit consists of 18 people in four teams which provide information services to support policy and law making; information procurement; information sharing and re-use including copyright advice and guidance.

 

Search and discovery services to policy leads working with public inquiries and other reviews; and establish information management and governance policy, guidance and processes as well as providing a capability to provide project support to KIM development in the Welsh Government.

Key tasks:

  • Set the strategic direction for the Welsh Government’s information, library and archive services.
  • Leading work to ensure the organisation remains compliant with statutory information obligations under the Freedom of Information Act and Public Records Act, including acting as the Departmental Record Officer (DRO).
  • Developing and implementing a strategy to deal with the Welsh Government’s digital legacy information, including the appraisal, selection and transfer of such information to the National Archives (TNA).
  • Providing high quality search and discovery services for the Welsh Government, which are capable of dealing with urgent and high-profile requirements.
  • Leading in the use of eDiscovery technology to support the work to deal with legacy information as well as in support of Inquiries and court cases.
  • Leading and developing a Welsh Government history and knowledge sharing capability.
  • Leading on the implementation of change across the organisation, for example, as a result of open data and the re-use directive.
  • Maintaining and developing Information, Library and Archive Services’ service offer for digital and paper information management.
  • Assuring the management of knowledge and information in the Welsh Government, and using this assurance to drive improvement.
  • Working across the organisation to improve knowledge and information management capability, including our KIM training offer.
  • Persuading and influencing senior leaders about the importance of good information and knowledge management.
  • Head of profession for KIM in Welsh Government and representing and promoting the Welsh Government in cross government KIM fora.

This is an exciting and challenging opportunity to lead the Welsh Government’s KIM profession and support the organisation to make better use of its knowledge and information whilst ensuring it meets its statutory information obligations. The cross organisation nature of the work as well as involvement in high profile inquiries provides ample opportunity to engage with and influence staff at the most senior levels.

Job Specifics

  1. Hold a degree and/or post graduate qualification in an information management (library & archives management) area which are accredited by the Archives and Records Association and/or CILIP.
  2. A track record of using, evaluating, exploiting and managing knowledge and information as well as managing information services. This should be evidenced with an overview of your relevant experience.
  3. Experience of the Review and Transfer of Public Records, especially digital information, including ensuring that the appropriate internal governance and policies are in place to support compliance with relevant regimes. This should be evidenced with an overview of your relevant experience.
