Purpose of Post:

The post holder will be responsible for the management of Audit and Risk within a brand new organisation, the Welsh Revenue Authority.   The post is being appointed to the WRA before the body starts collecting taxto allow for to contribution to the design of the approach to audit and risk, and the implementation of processes. Reporting directly to the Chief Finance Officer there will be the opportunity to work closely with a range of individuals from across the organisation including the Chief Executive.  The post holder will be the main point of contact for the Wales Audit Office, the internal audit provider and the organisations Audit and Risk Committee.

Key tasks:

  • Develop the WRA’s risk strategy; ensuring best practice in risk management is followed.
  • Implement and monitor the WRA’s risk strategy and provide advice and support to the senior management team and Audit and Risk Committee.
  • Assess and advise on the identification of risks within the WRA and ensure that risk registers are monitored and updated on a regular basis and reported to the senior management team and board
  • Provide secretariat and support to the Audit and Risk Committee and work closely with the committee’s non executive chair on risks and controls within the WRA.
  • Assist with the coordination of internal audit activity and act as lead contact for the internal audit provider
  • Act as first point of contact for the Wales Audit Office and assist with the coordination of reports
  • Assess audit reports for recurring themes or common issues and provide advice to the SMT on plans to implement improvements.
  • Develop the audit plan for the WRA and ensure that best practise is followed for governance and controls across the organisation providing advice and guidance.
  • Assess and record internal and external audit report results and recommendations and provide advice to senior management on actions and improvements for management response; ensuring audit report deadlines are met.
  • Prepare and coordinate the annual assurance process and complete first drafts of documentation, working with the senior management team to ensure completion prior to sign off by the Chief Executive
  • Write an actions report following each annual assurance process and monitor improvements on a quarterly basis
  • Provide updates on the assurance process to the appropriate boards and committees
  • Provide papers and updates to the board on risk and audit issues
  • Ensure an asset register is compiled, updated and reported to the appropriate board or committee. 
  • Advise SMT on the  Business Continuity Plan and Disaster Recovery Plan ensuring that these are kept up to date
  • Establish and maintain professional links with Welsh Government and other government departments; sharing and implementing best practice and keep profession knowledge up to date.

This is a unique opportunity to be involved in the design and implementation of a new function within a brand new organisation.  The post holder will have the opportunity to work closely with the WRA Senior team, board members and have exposure to a wider range of stakeholders.

1. Experience of developing audit, risk and governance processes and procedures.

2. Strong communication skills, both written and verbal with  experience of producing papers or reports

3. Qualified/working towards membership of IIA/CCAB/CIMA or be willing to gain qualification within 3 years.

During the implementation stages of the Welsh Revenue Authority (WRA) the Welsh Government is recruiting to a number of posts on behalf of this new non ministerial department.
Whilst the Terms and Conditions of the Welsh Revenue Authority are still being confirmed, it is anticipated that they will follow those of the Welsh Government.

In accordance with part 2 of the Tax Collection and Management (Wales) Act 2016, all WRA staff are required to sign a Declaration of Confidentiality in relation to personal taxpayer information.
