Purpose of Post:

  • The aim of Welsh Government Marine & Fisheries Division is to support sustainable fisheries as an integral part of clean, healthy, safe, productive and biologically diverse Welsh seas.

 

  • The Control & Enforcement Team are responsible for the implementation and enforcement of relevant European, UK and Welsh marine and fisheries legislation.

 

  • One of the major policy areas within Fisheries relates to Sea Fishing. This area brings staff in direct contact with the fishing industry, the technical measures that control fishing and with other parts of the UK and Europe.

 

  • The main purpose of this post is to lead operational delivery of the marine licensing regime and nature conservation legislation, as well as taking the lead on scientific work within the Control and Enforcement Branch.

 

  • As part of a national team of MEOs, the post holder will be required to support the wider role of the Marine and Fisheries Control and Enforcement Team carrying out enforcement duties around the Welsh Coast. They will be required to help to enforce fisheries legislation applicable in Wales, including the monitoring of fish landings at local ports, checking log books/landing declarations and where necessary, gathering evidence, preparation of investigations case files which may lead onto prosecution for which you may be required to give evidence. You may also be required to plan for and enforce against commercial intertidal fisheries (e.g. hand gathering of cockles and mussels etc).

 

  • The post holder will be required to spend time at sea, undertaking scientific surveys and research on one of the Welsh Government’s Fisheries Patrol Vessels.

 

  • The post holder may on occasion be required to work as part of the Welsh Fisheries Monitoring Centre based in Milford Haven or may also need to undertake enforcement activities on one of the Fisheries Patrol Vessels.

Key tasks:

  • Develop plans for and lead the enforcement of the marine licensing regime within Wales.
  • Develop plans for and lead the enforcement of marine nature conservation legislation within Wales.
  • Take a lead in providing operational support to the Marine and Fisheries Science teams within the Marine and Fisheries Division.
  • Support the team of MEOs to enforce against commercial fisheries around the Welsh coast.
  • Gather evidence, conduct investigations in accordance with the Police and Criminal Evidence Act, prepare case files and may be required to give evidence at court.
  • Provision of technical and scientific advice to policy colleagues on fishing operations, fish distribution, processing and other maritime-related matters.
  • Regular liaison with the fishing industry, other parts of Welsh Government, Other Government Departments, the Police, Local Authorities, Natural Resources Wales and statutory and non-statutory bodies.
  • Build a good rapport with all sectors of the fishing industry, environmental and scientific bodies.
  • Undertake when required seagoing patrols, acting as on-board enforcement officers.

Development opportunities:

The role will require individuals to board vessels, examine the fish caught or landed and therefore requires a degree of physical fitness. 

Individuals will be required to train to become fully warranted Marine Enforcement Officers. The training and supervision will take around a year to complete and will include intensive courses in a range of activities.

Essential Information

Degree in marine or fisheries science.

Experience of undertaking scientific surveys, research and report writing.

Desirable requirements

  • Knowledge and experience of fishing industry or marine science.
  • Understanding of the Police and Criminal Evidence Act or working in an enforcement capacity.
  • Experience of spending time at sea.
  • Knowledge of marine licensing and/or nature conservation legislation.
  • ENG1 Seafarers medical (Candidates must be able to pass this within 6 month probation period)
  • STCW – Personal Survival Techniques (Candidates must be able to pass this within 6 month probation period).
  • Full UK Driving Licence.

Pattern of Working:

 These are full-time posts.

This post will be subject to the Welsh Government’s Annualised Hours contract which will require staff to work a fixed number of hours per year but hours will be more intensive in certain periods and less intensive in other periods. Post holders will be expected to work unsocial hours (during the evening, night and at weekends to align with fishing activity) and aboard Welsh Governments Fisheries Patrol Vessels for periods of up to 3 days.
