Purpose of Post:
The Senior Communications and Marketing Manager for 20miles per hour (mph) Programme will lead the development and execution of a marketing and communications strategy that supports the behaviour change needed to deliver this high profile legislative programme. This will include comprehensive evaluation and monitoring of the communications and marketing strategy.
The post-holder will be expected to work independently within the 20mph Programme team with a reporting line into the Transport Communications team.
- To act as communications and marketing workstream lead and be a senior team member within the 20 mph Legislative Programme team.
- To lead on the development and ongoing management of the 20mph communications and marketing strategy, with responsibility for planning, implementation, evaluation and monitoring.
- Work closely with the Transport / Welsh Government communications teams to ensure that key 20mph messaging is aligned with wider communications and marketing plans.
- Lead and manage the communications and marketing fora and border sub group which includes management of high profile stakeholders and partners.
- Understand and manage internal and external stakeholder relationships to understand their requirements and priorities to inform the communications and marketing strategy, while influencing them as to the most effective methods of communicating with the public through their communication channels.
- Develop and manage the communications and marketing agency to deliver a highly effective communications and marketing campaign for the programme which includes high profile TV, media and radio campaign.
- Understand and incorporate Government Communication Service standards, behavioural change, marketing and evaluation methodologies into the campaign.
- Produce timely monitoring reports for relevant parties including updates for ministers and directors of the organisation.
- Monitor the impact of research, communications and marketing activity and adapt plans as appropriate.
- Manage the communications and marketing budget and record and monitor spend to ensuring accurate reporting.

- Relevant experience of working in a senior role in a busy, high pressure communications, marketing, change programme environment.
- Experience of dealing with senior leaders and a wide range of high-profile stakeholders.
- Experience of leading on high profile behavioural change campaigns.

Chartered Institute of Marketing (CIM), CIPR qualifications or at least 3/5 years relevant communications and marketing experience at a senior management level.
This job is a full time post. However, applications from part-time and job share staff are welcome. This post is currently remote working due to Covid restrictions. Welsh language is not essential for this role but would be desirable. This role will require occasional travel to Government offices and partner organisations across Wales.
