Purpose of Post:

The purpose of this role is to provide Healthcare Inspectorate Wales with senior professional clinical and service expertise in order to ensure that our work retains professional credibility and reflects best practice. 

The postholder may also be asked to act in the role of Relationship Manager and/or to provide feedback and challenge to organisations following inspections and reviews

Key tasks:

  • To provide expert clinical, service, and professional advice and leadership within HIW.
  • To provide high quality professional advice and support to the Chief Executive and Directors and to contribute to the decision making of HIW Senior leadership Team.
  • To lead, direct and develop HIW Clinical Peer Reviewers and to maintain a high standard of inspection across all areas of work. 
  • To develop and maintain effective inward and outward working relationships with key internal and external stakeholders including other service and professional regulators and with government
  •  To ensure that HIWs work is evidence-based in conjunction with Royal Colleges, National Policy Development, Clinical and professional standards and guidelines.
  •  To provide clinical and professional advice to HIW staff in the maintenance and development of review methodologies to ensure they reflect current issues and recognised best practice standards.
  •  To influence through clinical and professional networks to assist in HIW inspection findings contributing to national improvement work and supporting system learning
  •  To draw on professional networks to assist HIW in accessing appropriate professional advice in areas where the postholder does not have personal experience and expertise
  •  To apply professional knowledge to support the training, development and support of HIW staff in order to develop their skills and expertise and develop their service knowledge
  •  To undertake a quality assurance role of HIW products and communications to ensure quality and improve organisational capability.

Development opportunities:

This post offers an opportunity for an experienced clinical professional to gain wider experience in delivering of inspection and regulation. The post also offers an opportunity to gain experience in the development of new methodologies for NHS and Independent sector inspection and contribute to service standards improvement across the whole of Wales.

Job specific criteria:

Current Registration with a professional body relevant to the post and with a minimum of a masters level degree in a health related subject.

 

A minimum of 15 years experience in senior roles in the NHS in clinical and managerial delivery across a variety of service areas such as acute secondary care, specialist tertiary care, community and primary care. Ideally this experience will have provided:

  • Good understanding of inspection, investigation, audit and improvement, reviews and professional regulation within healthcare settings.
  • Experience of independent investigation and regulation, with a good understanding of legal and regulatory frameworks.

Excellent communication skills orally and in writing and able to demonstrate an ability to communicate clearly and effectively with professional staff and with the   public. This should include the ability to analyse and interpret large   volumes of information and communicate findings.

Assessment Process

The interview will consist of two elements, a written test and a panel interview.
