Purpose of Post:

To contribute to Cadw’s objectives to protect and promote the historic environment of Wales through the conservation and protection of historic monuments. 

To lead a regional team of Regional Inspectors of Ancient Monuments and Field Monument Wardens responsible for providing specialist advice on protection, conservation and management of scheduled monuments.

To assist the Head of Branch and senior Cadw and Welsh Government officials in the formulation and implementation of policy relating to protection, conservation and management of the historic environment.

To have lead responsibility for policy areas relating to the historic environment including designation, monument condition assessment, monuments at risk and responding to climate change.

This role requires frequent travel throughout Wales to access archaeological sites and monuments, some of which are in remote locations and inaccessible by public transport.  A full driving licence is therefore essential for this post.   The post holder will be expected to be able to inspect monuments in a range of different environments and to undertake access using scaffold where necessary.

Key tasks:

  • To lead one of two regional Archaeological Inspectorate teams comprising Inspectors and Field Monument Wardens overseeing delivery of specialist archaeological and historic environment management guidance and advice in response to casework and inquiries. 
  • To provide and oversee the delivery of professional specialist advice on casework relating to scheduled monuments across the North Wales region including assessing monument condition and conservation requirements, providing advice for consent and planning applications and assessing applications for grant support for conservation and enhancement works. This may require representing Cadw at planning inquiries, court cases or media events.
  • To act as specialist lead for historic environment policy relating to the impact of climate change.
  • To manage the implementation of the pan-Wales monument scheduling assessment designation programme.
  • To manage the implementation of the Monuments at Risk condition survey and to promote, initiate and support conservation projects undertaken by third sector bodies and site owners. 
  • To manage and monitor the grant-aided programme undertaken by two of the four Welsh Archaeological Trusts.
  • To work with specialist officers from Cadw’s Properties in Care and Presentation branches to design and implement projects to conserve, interpret and improve public access to the monuments in Cadw’s care.  This will include providing advice on archaeology and building recording requirements, producing statements of significance and leading/contributing to Monument Development and Implementation Teams
  • To initiate, contribute to and undertake research supporting improved understanding and conservation of the historic environment of Wales, including research linked with the monuments in Cadw’s care.
  • To represent Cadw at meetings with external organisations involved in the management of the historic environment.
  • To play a leadership role across Cadw including contributing to wider organisational goals and strategies, and providing advice in response to Ministerial and government business. 
  • To provide briefing for Ministers and/or senior officers on subject responsibilities, including verbal briefings or attendance at meetings, and contributing written advice for cross-Cadw briefing commissions.

Development opportunities:

The post holder will have opportunities to participate in and lead Monument Development teams at Cadw’s properties in care; and to work with stakeholders from across the historic environment sector on thematic projects.

Job Specific Criteria;

  1. A good honours degree in archaeology, history, heritage management or other relevant subject and knowledge of archaeology and history of sites and monuments of every period from the earliest times.  A relevant post-graduate qualification is also desirable.
  2. An up to date knowledge of, and experience of working within the legal framework for the protection of the historic environment. 
  3. Extensive experience in archaeological fieldwork and the management of field monuments and conservation of upstanding masonry monuments, operating at level equivalent to Member of the Chartered Institute for Archaeologists (CIfA).

Assessment Process

Evaluation process will involve sifting applications.  This is a specialist post that requires applicants to have appropriate qualifications and experience in archaeology and heritage management.  Successful candidates who meet the requirements will be invited to interview.  They will be asked to give a presentation on the impact of climate change on the historic environment and answer questions exploring their knowledge of heritage legislation, archaeological experience and ability to undertake the specialist duties of the post.
