Purpose of Post:

The independent Welsh Government sponsored Ystadau Cymru Board comprises strategic public sector asset managers and aims to deliver economic, environmental and well-being improvements from collaborative use of their property assets. Ystadau Cymru is hosted within Land Division. The current Chair is Beverly Owen, Chief Executive of Newport City Council.

This post provides an exciting opportunity to support the Board in this important cross-cutting area of work.

The role of Ystadau Cymru is to promote and support best practice in strategic asset management. This includes production of a sector newsletter; annual Awards; an annual conference; a grant scheme and provision of guidance, training and skills to support the sector.

The postholder will lead the Ystadau Cymru team, who provide secretariat support the Ystadau Cymru Board.

Key tasks:

Actively lead in promoting policy and best practice in collaborative and strategic property asset management across the public sector, including promotion of Community Asset Transfers.

Actively support and promote key policy objectives relevant to property assets, for example by promoting Ystadau Cymru as the gateway to public asset managers for Welsh Government leads on decarbonisation, biodiversity, social value.

Lead on delivery of ACPW Grant Scheme for collaborative projects on the public estate.

Support the delivery of collaboration and social value aims of the Welsh Government Corporate Asset Management Strategy.

Day-to-day lead for the secretariat team for the Ystadau Cymru Board.

Provide high quality advice and briefings to senior managers and the Minister for Finance and Local Government.

Development opportunities:

This post provides an excellent opportunity to use and develop communication and networking skills across Welsh Government and with key external stakeholders.

Job Specific Criteria

  • Experience of communicating confidently and effectively with senior leaders across the public sector in Wales.
  • An understanding of how a wide range of cross cutting policies relate to land and property assets and the potential outcomes and benefits that can be achieved from collaboration.
  • Experience in providing or managing a secretariat or similar team.

Assessment Process

There are 3 stages to the application and assessment process:

Stage 1 – Submit CV & Personal Statement

Stage 2 – Sift of CV

Stage 3 – Skills Test (Online)

The skills test will be scheduled an hour prior to your interview

At Interview stage you will be asked questions which will allow you to provide evidence (including specific examples) of how you meet each of the Job Specific Criteria and Behaviours and Skills required for this role.
