Purpose of Post:

Cafcass Cymru is a Division of the Health and Social Services Group within the Welsh Government.  It is responsible for safeguarding and promoting the welfare of children involved in Family Court proceedings.

The post will support the lead Head of Operations and the Senior Learning & Practice Development Manager on the development, management, facilitation and review of a revised learning and development approach within Cafcass Cymru. This approach will be centred on meeting the operational and social work learning and development needs of the organisation, and maximises the use of creative and innovative ways of doing so i.e. through the use of technology, increasing on-going engagement, and understanding how to provide effective learning in a busy, operational context.

The post will also support the lead Head of Operations in developing, nurturing and maintaining links with Social Care Wales, local authorities and universities to maximise practice-based learning opportunities for Cafcass Cymru staff and ensure Cafcass Cymru plays a role in informing, contributing and influencing the development of social work practice in Wales.

Key tasks:

  • Support the lead Head of Operations and the Senior Learning & Practice Development Manager on the development, management, facilitation and review of a revised learning and development approach within Cafcass Cymru
  • Provide support to the lead Head of Operations and the Senior Learning & Practice Development Manager in developing, nurturing and maintaining links with Social Care Wales, local authorities and universities to maximise practice-based learning opportunities for Cafcass Cymru staff, and to support the learning and development of the wider social work sector
  • Co-ordinate the preparation of the Cafcass Cymru Learning and Development Plan and Rolling Programme, and together with the lead Head of Operations and the Senior Learning & Practice Development Manager working alongside teams to identify their learning and development requirements.
  • Responsible for co-ordinating and implementing the delivery of learning and development for staff as required in the Plan and, where appropriate, ensure that training provision meets Welsh Government procurement rules.
  • Maintain up-to-date attendance records of training provided to staff.
  • Support the lead Head of Operations in managing the Learning & Development budget.
  • Responsible for arranging induction sessions for new staff.
  • Prepare highlight reports, briefings, etc. for presentation to Senior Leadership Team.
  • Promote opportunities for all staff to access learning and development across Welsh Government and other resources, as well as mentoring and shadowing.
  • To be responsible for maintaining effective arrangements for supporting mentoring and shadowing arrangements across Wales.
  • To take overall responsibility for arranging regional and national conferences as and when required.

Development opportunities:

This post provides opportunities to contribute significantly to the continuous improvement and development of the provision of effective and efficient services to support the delivery of Cafcass Cymru’s statutory functions in Wales.  The post will offer opportunities to develop strong links across the Welsh Government and with key stakeholders.
