Purpose of Post:

Cadw is the Welsh Government’s historic environment service, working for an accessible and well-protected historic environment for Wales.

This role leads the Properties in Care branch which is responsible for maintaining, conserving and developing the national collection of historic monuments in the care of the Welsh Ministers. The responsibilities of the Branch includes ensuring that they the monuments are safe, accessible and engaging for the public, well presented and meeting the highest standards of conservation and care.

The role reports to the Deputy Director for Cadw. As a member of Cadw’s senior management team, the post-holder will play a key role in setting the strategic direction of the division as a whole and will have a shared responsibility for embedding its values and approach to continuous improvement.

As a manager of specialist property and facilities management, heritage, conservation, project, administrative and customer-facing staff, the post holder will be expected to maintain a consistent and effective approach to the management of people, processes and resources.

The post-holder will represent the organisation across Wales and engage with senior stakeholders, building successful partnerships and networks. Consequently, the post-holder will be expected to have a good understanding of the Welsh language, or be prepared to learn.

 

Key tasks:

  • To play a strategic leadership role in Cadw, contributing to the senior management team, liaising with key staff across Welsh Government, and deputising for the Deputy Director as appropriate.
  • To manage all staff in the Properties in Care Branch and associated programme budgets (currently annually c £2 million revenue and c £7 million capital – excluding staff costs), including regular reviews of budgets, projects, processes and organisational structures and setting of appropriate business standards in order to maximise performance, meet financial and operational targets and contribute to Programme for Government indicators.
  • To ensure that the portfolio of 130 properties in the care of Welsh Government including buildings, sites, landscapes and collections, are well cared for, accessible, safe and secure, in accordance with appropriate standards including procurement, design, health and safety, access, environmental, buildings and facilities management.
  • As part of the senior team, to ensure that the public can understand and enjoy properties in the care of Welsh Government, through high standards of property presentation, high quality visitor facilities and interpretation, as well as exemplary provision of services in the Welsh Language.
  • As part of the senior team, ensure that the properties in the care of the Welsh Government maximise their commercial potential and play a significant role in positioning Wales as a world-class visitor destination.  
  • To oversee annual programmes of capital projects, conservation, facilities management and maintenance across 130 properties in care, ensuring that projects are planned, procured and delivered on time and within budget, and meet requirements for planning and other statutory consents.
  • To demonstrate best practice in heritage management, by ensuring that the buildings, archaeology, collections, landscapes and biodiversity at properties retain their natural, evidential, historical, aesthetic and communal values in accordance with Cadw’s conservation principles and professional heritage standards.
  • To lead internal work groups, including Cadw’s Conservation Committee, in order to ensure that projects are developed and delivered with input from key staff across Cadw, developing a forward programme of meetings, defining suitable membership and terms of reference and ensuring effective secretariat is provided in line with corporate standards.
  • To work closely with colleagues across the Welsh Government to support the necessary teamwork to integrate conservation work with day to day property operations, visitor management and events.
  • To play a leading role in developing and fostering strategic partnerships and networks to support the delivery of wider Government aims e.g. Tackling Poverty, social inclusion, and the Skills agenda, including construction skills,  providing strategic insight and directing work programmes and projects accordingly. 
  • To provide effective leadership and, where appropriate, line management to members of the Properties in Care branch, including performance management, learning & development, providing direction, setting the parameters within which excellent service delivery will be achieved.
  • Lead on other special projects across the Cadw portfolio as and when appropriate;
  • To contribute to the preparation and submission of summary reports for Cadw’s Internal Board highlighting progress towards delivery of programmes along with outputs and outcomes.
  • To develop and maintain professional links and networks with relevant organisations and professions in WG, Wales and further afield, championing a world-class approach towards heritage-led regeneration.
  • To provide advice to the Minister, Welsh Government departments and Cadw colleagues on matters relating to the conservation and development of monuments in care.

Job specific criteria:

  1. Significant experience at a senior level in managing conservation and development projects at major heritage sites.
  2. A qualification at degree level or above in a heritage or architectural conservation related discipline and membership of a relevant professional heritage or conservation body.
  3. Excellent skills in managing budgets and complex projects.
