This role can be based in either the CIW Merthyr, Carmarthen or Llandudno Junction Office. Colleagues are expected to work from a blend of locations, including some time working at home, as required. The agreed office location will be the designated place of work and any remote or home working arrangement does not constitute a change to your designated place of work or contractual terms and conditions. The successful candidate will be expected to pay for their commute to their normal place of work.

Purpose of Post:

CIW is the independent regulator of social care and childcare.  CIW registers, inspects and takes action to improve the quality and safety of services for the well-being of the people of Wales.

Reporting to the Head of Support Services, this senior post will lead five multi-disciplined teams providing effective strategic leadership and management of the corporate and business services within the Support Services team.

The post holder will be responsible for the effective deployment of resources and ensure that all management responsibilities are carried out in line with the organisation’s operational and strategic priorities, and within appropriate lines of accountability. 

The post holder will develop strong strategic and operational links with Welsh Government colleagues, key stakeholders and partner organisations.

Key tasks:

  • Lead on the provision of high standard support services, providing effective leadership, promoting and supporting the operational delivery of the organisation.
  • Lead on ensuring robust management of resources, budgets and staff within the support services team, developing and implementing corrective actions as required.
  • Lead and oversee the delivery of the workforce strategy, working with teams and senior managers to build a diverse and resilient workforce
  • Lead on the implementation of the Quality Assurance Framework ensuring continuous improvement is embedded through reflective learning
  • Lead on the development and implementation of a communication strategy for the organisation.
  • Lead and oversee the management of the corporate planning process, ensuring processes are in line with strategic direction requirements; overseeing the production of the Annual Report, Strategic and operational plans and securing effective implementation monitoring processes.
  • Lead on governance, compliance and business processes to include:
  • Effective management and maintenance of financial and procurement systems
  • internal and external communications, leading a team to work with a broad range of stakeholders and promoting engagement both within and outside of the organisation
  • recruitment, HR and learning and development, leading a team to support all internal and external recruitment for CIW and learning and development for all staff
  • management of information sharing and complaints management for the organisation
  • Ensure excellent working relationships between the support services team and the organisation’s operational teams in order to improve and develop practices, consistency and the standard and quality of services.
  • Contribute to the development of support services operational delivery plan and influence other team’s’ plans, including digital, data analysis and project development across CIW.
  • Lead on the provision of advice, support, information and regular reports to the Chief Inspector/ Assistant Chief Inspectors/Head of Support Services as required.
  • Deputise for the Head of Support Services as required.
  • Managing own professional development and seeking appropriate opportunities in discussion with the Head of Support Services.

Assessment Process

There are 2 stages to the recruitment process:

Stage 1 – Complete online application and Submit CV (no more than 2 pages) and personal statement.

Stage 2 – Interview and assessment.

CIW follow Welsh Government recruitment processes which are competency based application forms and interviews.  Shortlisting/Sift

Candidates will be shortlisted by assessing the evidence provided within the CV and the uploaded personal statement.

 Stage 1 - Sift

Please upload your CV (no more than 2 pages) detailing your current role, previous work history, qualifications and any relevant training. We do not need to see certificates at this stage.

Along with your CV, please ensure you upload a personal statement outlining how you meet the 4 x competencies and the 3 x job specifics in the advert (one example per area = 7 examples in total).  Please ensure you use headings so the panel are able to see what competency or job specific area your evidence relates too.

If the volume of applications is high, the panel may only shortlist based on your responses to the 3 job specific criteria.  Please note, you still need to provide a written response in relation to the 4 competencies to successfully pass the shortlisting stage.

Stage 2 - Interview

If you pass the sift stage you will be invited to attend a virtual interview via teams. Candidates may be asked to undertake an assessment or presentation as part of the interview process. If this is the case, we will provide a minimum of 5 working days notice of the requirements.
