Purpose of Post:

The Welsh Government Fisheries Operations Branch is responsible for all aspects of fisheries management, fishing and fisheries compliance.  This area brings staff in direct contact with the fishing industry, coastal communities and stakeholders.

The main purpose of this post will be to act as the Engineer on one of the Fisheries Patrol Vessels, tasked with maintenance of all of the vessels plant and machinery, delivering predominantly at sea inspection and enforcement activities.

Work patterns will be agreed with the Master with prioritisation based on the activities of the vessel, its maintenance and operation.  As part of a small team, the post holder will play a key role in delivering these tasks. When not involved on vessel duties, other shore based tasks will be prioritised.

Key tasks:

Responsible for the operation of the engine room and any onboard maintenance of plant and machinery.
Keep appropriate accurate maintenance records for the vessels machinery and systems.
To arrange for and maintain adequate stocks of fuel oil/oil/spares/engineering stores.
Responsible for the maintenance of RIBS, Quad bikes and trailers.
Engage in all relevant duties and responsibilities regarding the efficient use of the patrol vessels, including the application of shore launched craft.
Act as Coxswain of Rigid Inflatable Boats utilized in enforcement duties as required.
Support the Vessel Master and the Marine Enforcement Officers in the gathering and communication of intelligence on fishing activities at sea.
Assisting the Vessel Master and Marine Enforcement Officers in gathering evidence in accordance with PACE (Police and Criminal Evidence act).
Participate in projects and surveys to research, maintain and improve the fisheries of Wales as directed.
To assist in ‘watch-keeping duties’ as required.
To perform any duties commensurate with the post.
Undertake monitoring, control and surveillance of EC, UK and Welsh Fisheries regulations individually and as part of a small team.
Ensure compliance with all aspects of EU Control Regulation, including inspecting vessels in port and at sea, assessing catch against quota restrictions, inspecting fishing gear and technology.
Enforce against shore side commercial fishing activities alongside commercial inter-tidal shell fisheries around the Welsh coastline.

Full training will be given in all aspects of the role and this is a unique opportunity for individuals to develop highly technical skills and sound interpersonal skills that are transferrable.

Development opportunities:

The jobholder will have the opportunity to develop their engineering skills.  

The long term training programme would involve gaining qualifications and experience to the level of relief Vessel Master.  

We would also encourage applicants to progress towards becoming a warranted Fisheries Officer.

JOB SPECIFIC CRITERIA: 

  1. Marine engineering and seafaring qualifications including Yacht master (or equivalent).
  2. Experience of vessel engineering, with a working knowledge of small ship systems and carrying out planned maintenance aboard vessels.
  3. Experience of working at sea.

Pattern of Working:  Full time

Applications will be considered from individuals who wish to work part-time or on a job share basis.

This post will be subject to the Welsh Governments Annualised Hours contract which will require staff to work a fixed number of hours per year (1924 hours) but hours will be more intensive in certain periods and less intensive in other periods.

Staff are required to undertake 3-4 day patrols at sea on a regular basis and also work unsociable hours.

A criteria of the appointment is that the candidate will have successfully passed an ENG1 or ML5 medical.
The role will require team working and communication skills in addition to sound judgment, risk management, self motivation and quick thinking. 
A good standard of physical fitness will be required as the post holder will need to be prepared to undertake enforcement in challenging environments at sea and ashore. 
The post holder will also be required regularly to work unsocial hours, including night-time and at weekends. 
The post holder must be prepared to undergo and continue to have medical tests to determine levels of fitness for the role.
Where possible, Welsh Government plan to retain a reserve list of candidates for any future vacancies.  This list will be held open for 12 months following the first appointment.
