The Directorate’s vision is to help create modern and connected infrastructure to join up public services and other developments to maximise regional economic benefits. 

The Directorate’s remit covers Roads; Railways; Aviation; International Trade & Investment; Commercial Property and Digital Infrastructure. 

Consequently we are responsible for some of the largest, most complex and riskiest programmes and projects delivered by the Welsh Government. 

Our 320 staff includes a diverse range of professionals covering such areas as Chartered Surveyors, Town Planners, Economists, Engineers and Accountants creating a strong multi-disciplinary team. 

We work with internal partners across Government, the Regions of Wales, other public bodies and, increasingly, the private sector. 

The Business Solutions Division within the Economic Infrastructure Directorate is a customer facing team that is commercially focused, creating innovative financial and commercial packages to support the delivery of many of the more complex programmes and projects undertaken within Economic Infrastructure. 

The Commercial Solutions branch is one of three that make up the Business Solutions Division and provides commercial skills and financing expertise in the delivery of a wide range of projects. 

Current and recent activities have drawn on the Commercial Solutions expertise in Project and Corporate Finance; Joint Venture and Equity Investment; Commercial negotiations with major companies investing in Wales and supporting colleagues in building the right blend of public and private finance to support job creation. 

The post-holder will be responsible for leading commercial settlement negotiations. The post-holder will provide senior technical, delivery and assurance decision making for a number of complex programmes and projects. 

The post holder will represent Wales in discussions at the very highest level with multi-national companies and public bodies in Wales and with UK Government.

  • Advising internal clients on private sector financing of companies and projects
  • Developing “Market Economy Operator Principle” (MEOP) compliant funding mechanisms to provide finance to business, such as loans, equity investment, equipment leases etc.
  • Negotiating Joint Ventures with public and private partners
  • Analysing the financial status and needs of business, briefing and managing external advisers in the provision of Due Diligence ( Financial and Commercial), state aid and corporate finance
  • Leading complex contract negotiations, subsequently instructing and managing lawyers
  • Identification of opportunities for public and private sector organisations to collaborate in delivering public infrastructure

The post offers the opportunity to work in a high profile delivery area. Infrastructure investment is one of the highest priorities for the Welsh Government. It can provide an important and much needed stimulus, creating the conditions for increased and sustainable growth in the medium and longer term. The Economic Infrastructure directorate is responsible for the largest infrastructure investments ever made by the Welsh Government with a total public funding contribution exceeding £2bn over the next 5 years. The post holder will lead on complex negotiations that will ensure that much needed private sector investment can be secured to match this very significant public funding.

  1. Experience in banking, financial advisory or project finance. Knowledge of financing within the energy sector would be an advantage.

  3. Ability to employ strong analytical skills and high levels of creative thinking in problem solving.
