Purpose of Post:

Working to a Senior Auditor, you will perform a wide range of audit reviews across the Welsh Government or one of our three client organisations. You will ensure the successful delivery of audit reviews in compliance with Public Sector Internal Auditing Standards (PSIAS) and the key performance indicators set for each assignment. You will also use your expertise to provide advice and insight to our clients on their systems, operations, activities, projects and programmes. You may also be called upon to support work of an investigatory nature as the need arises.

The outcomes of your work will play a key part in delivering our risk-based internal audit plans which deliver assurance on the effectiveness of governance, risk management and internal controls to the Welsh Government Principal Accounting Officer, the Accountable Officers of client organisations and the Audit and Risk Assurance Committees which support them.

Key tasks:

Assurance

  • Assist the Senior Auditor in the planning of each audit review, including the approach and techniques to be adopted, a preliminary assessment of risks and controls and the reporting mechanism to Management.
  • Perform and deliver audit assignments in accordance with the agreed terms of reference and in line with key performance indicators and professional standards.
  • Feed back the results of each assignment to Management and draft the audit report for Senior Auditor review.
  • Provide advice on risk management, internal control and audit matters to Welsh Government officials in consultation with your Senior Auditor in response to ad-hoc enquiries or as an IAS representative on project boards.
  • Assist in the preparation of Group and Welsh Government Audit, Risk and Assurance Committee papers.
  • Participate in special investigations or assignments under the direction of the Senior Auditor and / or the Head of Counter-Fraud.

Team Management

  • You may be required to supervise or line manage staff, which would involve the following responsibilities.
  • Quality review the work performed.
  • Undertake the line manager role by objective-setting, monitoring, performance appraisal and coaching.

Business Improvement

  • Contribute towards initiatives which increase the efficiency, effectiveness, and value for money in the delivery of the audit service.

Personal Development

  • Maintain your professional qualification(s) and adhering to the requirements of the relevant professional body for CPD. You should also develop and enhance your skills and knowledge as a Civil Servant and as an employee of Welsh Government.

Job Specific Criteria

  1. Candidate will hold a relevant professional qualification (PMIIA, CIA, CMIIA or CCAB or equivalent), keep up to date with developments in the profession and maintain own professional development
  2. Ability to demonstrate sound experience of systems auditing, risk assessment techniques and internal control concepts and practices.
  3. Experience of providing real-time audit advice in a project or programme environment. (This job specific criteria is desirable.)

Assessment Process

Candidates must provide evidence for all 4 behaviours and the job experience criteria 1 & 2 (job experience 3 is desirable so this is optional). 

The sift stage will consist of 2 stages:
1. Candidates will be assessed against the job experience  criteria 1 and 2 (job experience  3 is desirable so this is optional). Candidates who meet job experience  criteria 1 and 2 will progress to the 2nd stage of the sift process. 
2. Candidates will be assessed against the 4 behaviours. 

Candidates successful at sift stages 1 and 2 will be invited to interview. The interview will consist of questions based on the Civil Service Behaviours framework and the job experience criteria.

There will also be a 5 minute presentation. Details of the presentation topic will be shared with candidates prior to interview.
