Purpose of Post:

CIW is the independent regulator of social care and childcare.  CIW registers, inspects and takes action to improve the quality and safety of services for the well-being of the people of Wales. Local Authority Inspection is a key function in the delivery of safe, high quality social care services to the citizens of Wales. The role of the Local Authority Inspection Manager is critical to providing assurance and driving improvement in the quality of social care services.

The primary tasks of the Inspection Manager - Local Authority Inspection team is to support and assist the senior manager in the scrutiny, review and inspection of local authorities. The Inspection Manager will assist and support the Senior Manager in the effective, timely and efficient delivery of an agreed national programme of work. The local authority team is currently reshaping its approach to monitoring, review and inspection. A key aspect of the role will include development of this work.

The role will lead engagement with people who use social care services and carers. Some work will be undertaken virtually although moving forward some face to face work will occur especially when engaging with people using services.

Inspection Managers will be responsible to a Senior Manager. They will have a critical function to perform to ensure the effective and timely delivery of CIW’s core responsibilities across the full spectrum of work with local authorities.

Inspections will carried out across Wales. You may be required to travel across wales – although currently inspection activity is undertaken remotely we will be working to increase our physical contact with people using services as user voice is at the heart of all we do.

You will be required to have adequate IT skills, including PowerPoint, excel and word. Experience in working on change and development programs is beneficial.

Key tasks:

  • Assist in inspection of local authorities including carrying out file reviews and interviews with key stakeholders, gathering and analysing evidence and ensuring detailed record keeping.
  • Contribute to the analysis of performance information and data, reading, scrutinising and synthesising key documents provided by local authorities and working closely with the analyst team.
  • Lead engagement activity with people who use social care services and their carers taking account of diversity and equality issues and using a range of techniques to facilitate involvement.
  • Develop tools and methodologies to underpin the work of the local authority inspection team.
  • Support the senior manager in the link role with local authorities, meeting with key stakeholders and evaluating performance
  • The local authority team is currently reshaping its approach to monitoring, review and inspection. A key aspect of the role will include development of this work.
  • Lead with appropriate support on the pre planning and coordination of monitoring, inspection and review work in a number of local authorities
  • To be responsible for promoting a culture of continuous improvement, where issues of diversity and equality are fully addressed and integrated into regulatory practice and act as champion for change as required by the organisation.
  • To take responsibility for ensuring compliance with Welsh Government Health and Safety policies and procedures within the area of responsibility.
  • Assisting with the delivery of effective quality assurance audits and reviews as required.
  • Considering representations in accordance with the agreed rota.
  • Work closely with team managers in the regulatory inspection teams to share intelligence to inform decision making.
  • Keep abreast of relevant policy and legislative developments and best practice in identified areas and share this with colleagues.

  • Take responsibility for own performance management and own professional development and seek appropriate development opportunities in accordance with the Welsh Government’s performance management process and in discussion with Line Manager
  • To provide line management to inspection support managers as required

Job Specific Criteria

1) A recognised social care/education qualification alongside relevant experience is preferred however, applications will be accepted from candidates who are qualified to degree level or higher (in any subject) with substantial experience in safeguarding and/or improving outcomes for people in a health or social care context.

Examples of acceptable social care/education qualifications are (but not limited to):
a) a Diploma in Social Work (or Social Care Wales equivalent),
b) a nursing or allied health care qualification,
c) a teaching or education qualification,
d) a degree in Early Years/Childhood Studies
e) a Level 5 Diploma in either Leadership for Health and Social Services or Children’s Care, Learning and Development

2) Experience of relevant post qualifying experience of services for adults, older people or children.

3) Experience of local authority social services at senior practitioner level and/or experience of carrying out inspections.

Assessment Process

Applications will be sifted, successful candidates will then be invited to an interview. Interviews will take place virtually via Microsoft Teams.

There will be a presentation at the beginning of the interview - the topic will be provided at the invite to interview stage.

As Welsh language skills are essential for this role, candidates are required to present evidence for at least two questions from the competency or job specific criteria in the alternate language. For example, if the application is being submitted in English, at least two of the examples should be written in Welsh.
