Purpose of Post:

The Housing Policy Division is a fast paced, high profile policy area with responsibility for tackling homelessness; reforming the private rented sector; and developing and amending legislation to provide better protection for tenants. The Minister’s vision is to radically improve the private rented sector to ensure that it offers good quality and accessible homes for the future.

The purpose of the post is to support the Private Sector Housing Policy branch with developing and delivering policy interventions to prevent evictions into homelessness, and supporting the branch aim to develop parity between the social and private sector in the quality, support and security of accommodation. The role will balance the need to legislate with policy intervention in realising this ambition.  

Key tasks:

Key responsibilities of the post include: 

  • Monitoring and reviewing existing arrangements for the improved regulation of the private rented sector in Wales, through Rent Smart Wales (the landlord and agent licensing scheme) including monitoring of performance and ensuring effective enforcement. 
  • Developing policy and practice in relation to Houses in Multiple Occupation (HMOs),
  • Developing policy and practice in relation to private sector empty residential properties. 
  • Advise on, consult, prepare policy instructions and implement any necessary primary/secondary legislation, including possible Legislative Consent Motions, across subject areas. 
  • Developing policy and practice in respect of achieving equality and anti-racism in the private rented sector. 
  • Responding to all ministerial correspondence, AQs and briefing requests in relation to policy areas. 
  • Providing effective support to the Senior Private Housing Policy Manager, the Head of Branch and the Head of Division which will contribute to the strategic objectives of the Division.

Development opportunities:

Your role will form part of Welsh Government’s Digital, Data and Technology profession.  You will have the opportunity to work with multiple projects and programmes across all areas of Welsh Government. You will work with staff at all levels including senior staff, Ministers and our Digital Apprentice cohort. You will help build and improve links and collaboration within the cross-government Digital, Data and Technology community.
