Purpose of Post:

To provide leadership to HIW’s programme of national reviews, and local reviews.

To lead a small number of high profile reviews, as required.

To provide leadership and direction to HIW’s programme of reviews follow-up work

To provide professional advice to HIW’s senior managers in relation to review activities.

The post holder will be a member of the HIW Senior Management Team and will report to HIW’s Head of Escalation and Enforcement.

Key tasks:

Post-specific tasks

End-to-end responsibility for oversight, managing and coordinating national reviews, and local reviews, including:

  • Managing review work in a rigorous and disciplined way, ensuring reviews are delivered to best standard, within timescale
  • Responding to risk-based, on-demand review/investigation work, as and when required [homicides, urgent special reviews] acting as review lead where required
  • Ensuring compliance with statutory frameworks and ensuring that all actions are lawful
  • Taking the lead in ensuring that there is appropriate health expertise input to review work
  • Act as a senior investigating officer, involving HIW and third party reviewers as appropriate
  • Recommending escalation action as necessary
  • Working with the Department for Legal Services where relevant.

To proactively develop, plan, oversee and quality assure HIW’s approach to reviews.
To play an active role in HIW’s Reviews Steering Board, which has strategic oversight of HIW’s review work.
Build positive relationships and ensure effective communication with both internal and external partners, including other inspectorates, NHS bodies, patients, and the public.
Take a key role in developing HIW’s professional development framework, ensuring that staff are aided to reach their potential, by developing training packages and career pathways.
To collaborate with the other inspection, regulation and service review teams, and with other stakeholders as appropriate, in sharing information and developing the evidence base for HIW’s work.
Ensuring that the review work is carried out effectively and in accordance with best practice in line with HIW policies and procedures.
Establishing and keeping under review a high quality framework of policy, guidance and procedure together with the documentation necessary for effective review practice.
To manage relationships with healthcare and non-healthcare bodies relevant to the scope of the post including, for example, the Police.
To quality assure national and local review processes, to ensure they are of a high standard and written with the key stakeholders in mind.
Representing HIW to the media as and when required.
Performing the Relationship Manager role for a health board or trust.

JOB SPECIFIC CRITERIA:

  1. Knowledge and experience of designing, leading, managing and quality assuring a range of high profile, evidence based review
  2. Significant knowledge and experience of working in or with the NHS and/or related health care systems
  3. Experience of developing and leading a team to deliver successful outcomes

Assessment Process

There will be a presentation at the beginning of the interview - the topic will be provided at the invite to interview stage.
