Purpose of Post:

This role supports the Head of Perpetrator Policy in ensuring the effective implementation of perpetrator-related objectives of the VAWDASV (Wales) Act, 2015, making a key contribution to holding perpetrators to account and giving them opportunities to change their behaviour based around victim safety. As deputy for the Head of Perpetrator Policy, the post holder will chair the multi-agency work stream of the framework to support positive change for those at risk of offending in Wales 2018-2023, leading statutory, non-statutory, devolved and non-devolved partners in the collaborative achievement of shared priorities.

Key tasks:

The post holder will chair the Violence Against Women, Domestic Abuse & Sexual Violence (VAWDASV) work stream of the framework to support positive change for those at risk of offending in Wales 2018-2023. The framework supports the priorities of the Integrated Offender Management Cymru and All Wales Criminal Justice Boards, which include the effective implementation of the VAWDASV (Wales) Act, 2015. The VAWDASV work stream of the framework builds on the progress in the sector to date and has aligned its objectives with the associated priorities of the Welsh Government, Her Majesty’s Prison & Probation Service, Community Rehabilitation Company, Police & Crime Commissioners, Police and the Youth Justice Board.

As deputy Senior Responsible Owner, the post holder will lead the VAWDASV work stream (chairing the VAWDASV work stream meetings and overseeing the task and finish groups that report to the work stream) in developing five key areas of multi-agency work to establish safer communities by developing and sustaining an effective approach to preventing and addressing VAWDASV across Wales, protecting the public and rehabilitating those who offend.

The post holder will play a key role in achieving the work stream’s objectives:

Establishing an understanding of ‘what works’ with VAWDASV perpetrators (for example, by conducting/commissioning relevant research, applying national and international research, supporting the robust evaluation of perpetrator services, advising on the audit/quality assurance of perpetrator services)

Informing the commissioning of effective and sustainable VAWDASV perpetrator services (for example, by informing requirements for perpetrator-related grants issued by the Welsh Government, reviewing bids/tenders and approving funding applications, advising other funders/commissioners on the commissioning of VAWDASV perpetrator services in Wales)

Developing prevention and early intervention approaches (for example, by providing evidence-based advice on diversionary programmes, informing the development of services for children and young people at risk of perpetrating VAWDASV, informing perpetrator-targeted campaigns)

Improving service links, communication and effective practice (for example, monitoring international, national and local developments related to perpetrator policy and considering implications for the Welsh Government and key partners, ensuring alignment; arranging and attending meetings & practice sharing events involving multi-agency stakeholders to facilitate a partnership approach)

Developing a skilled and resilient workforce (for example, by advising on the commissioning of training and clinical supervision for perpetrator services staff)

The post holder will be responsible for the programme management of the VAWDASV work stream of the framework to support positive change for those at risk of offending in Wales 2018–2023, as well as any broader VAWDASV perpetrator policy-related work undertaken by the Welsh Government. This will include setting and monitoring milestones across relevant timeframes, and identifying and monitoring risks and benefits, employing robust programme and project management discipline.

Preparing high quality progress reports and presentations for the Head of Perpetrator Policy and senior stakeholders. This may include the preparation of Ministerial Advice.

Deputising for the work stream SRO (Head of Perpetrator Policy) at key meetings, including IOM Cymru Board, Justice in Wales Strategy Group, Reducing Reoffending Pathways Group, framework SRO meetings, VAWDASV team meetings, VAWDASV covid-19 strategy meetings, Home Office meetings, Domestic Abuse Commissioner’s office meetings, Integrated Research & Analysis Panel.

Delegation and oversight of related activities by members of Welsh Government staff in support of the VAWDASV work stream (e.g. Team Support).

This role and its associated duties will be flexible to meet the evolving needs of the Welsh Government & the VAWDASV sector in relation to perpetrator policy.

This post provides the post holder with the opportunity to:-

  • have the opportunity to work across government policy areas, collaborating with both internal and external partners.
  • gain an insight into the workings of Welsh Government.

The post holder will have access to all of the relevant training provided by the Welsh Government to enable them to conduct their role effectively.

If a member of a relevant professional body (e.g. the British Psychological Society), they will (subject to costs and evidence of benefit to the Welsh Government) be supported to access speciality CPD opportunities to meet the related requirements.

Experience of working in the VAWDASV perpetrator services sector

Qualified to at least Master’s level in a related subject (e.g. psychology, criminology)

Experience of leading complex, multi-agency projects in the criminal justice system

Other Information

The inward loan opportunities are only open to current Civil Servants (on a loan only basis).

The role is available at a substantive grade for lateral transfer and open for candidates to apply on temporary promotion but candidates will return to their home department at their substantive grade at the end of this posting.
