Purpose of Post:

The Land Division was established in 2020 to promote the role of land and property assets as a key part of business planning to meet current and future financial and policy challenges for public organisations across Wales. 

Managing a portfolio of sites with potential for residential development, the Division also supports colleagues managing the Welsh Government administrative estate and provides value for money assurance support across government departments and other public sector partners.

Focussing on collaborative working, a core aim of the Division is to unlock the potential from development of publicly owned land to deliver key government priorities and maximise policy outcomes. The immediate focus is on realising policy priorities from the disposal of sites for residential development.

The Division comprises three operational teams: Estates; Public Sector Land and Estates Operations.

These posts will support the work of the Estates and Public Sector Land teams in the strategic and day to day management and disposal of existing Welsh Government land and property assets. 


Key tasks:

  • Work with Welsh Government colleagues to deliver against the Corporate Asset Management and Future Workplace Strategies.
  • Actively resolve legal, financial and subsidy issues concerning property and site management and transfers.
  • Work with internal and external advisers to facilitate acquisition, management and transfer of Welsh Government sites and premises to maximise public value outcomes. 
  • Promote development of public sites for policy outcomes, particularly affordable housing.
  • Encourage and support collaboration in land and property activities across government and the wider public sector estate. 
  • Support wider public sector regarding professional knowledge and expertise.

Development opportunities:

Although assigned to either the Estates or Public Sector Land team, opportunities will be available to support the work across the Land Division.

Job Specific Criteria: 

  1. Application of Knowledge and Expertise: Apply relevant experience and understanding, including technical knowledge as appropriate in a specific field, system, way of working or environment to inform key decisions and processes in operational management and to drive best practice
  2. Commercial Awareness: Develop, evaluate and negotiate commercial proposals in line with departmental and portfolio strategy, incorporating wider market knowledge. Support the ongoing management of commercial contracts, along with procurement of services or products in line with relevant business frameworks.
  3. Strategic Planning: Understand and use key business drivers to develop and implement real estate/portfolio strategy, service strategy or workplace strategy to support business objectives.

Assessment Process

A two stage sift process will be conducted for candidates. 

Sift Stage 1:

The evidence you provide in your application for the job specifics will be assessed by a recruitment panel. If you are successful at this stage, your application will progress to Sift Stage 2

Sift Stage 2:

A recruitment panel will assess the remaining four Competencies you have evidenced in your application. If you are successful at this stage, you will be invited to attend an Online Interview using Microsoft Teams. The interview will include a briefing exercise.
