Purpose of Post:

  • Co-ordinating grant schemes to increase use of  Welsh allocated by the  Cymraeg 2050 division ensuring compliance with government governance processes
  • Lead and co-ordinate work to create a new grant scheme to meet the needs of Cymraeg 2050 and to respond to a review of the current scheme of Grants to Promote the Welsh Language.
  • Seek means of reducing bureaucracy and of automating the internal process for assessing/paying grants
  • Communicate with internal grant managers regarding their grant scheme, responsibilities to ensure prompt payments and information on the impact of activities
  • Ensure that case studies of the work done with the grant funding receive feedback and are regularly published in the Cymraeg 2050 newsletter.
  • Manage the Cymdeithas Eisteddfodau Cymru grant and two community initiatives in Gwynedd
  • Be part of a team that plans and monitors the work of grant partners
  • Support the Welsh Language Promotion Group, which involves organising and minuting meetings with external language policy partners.

Key tasks:

  • Administer Welsh Division 2050 grants on the Paygrants system which includes checking personal and institutional details, placing grant proposals on Paygrants, certifying payments at least twice a year  and making  end of  the financial year reconciliations.
  • Analyse Paygrants reports regularly checking payments against budgets.
  • Manage an up-to-date database of grant-recipients maintaining regular contact with them with regard to the grant administration process.
  • Lead and co-ordinate work to create a new grant scheme to meet the needs of Cymraeg 2050 and our response to a review of the current Grants Scheme to Promote the Welsh Language.
  • Seek means methods of reducing bureacracy and of automating internal process for assessing/paying grants
  • Ensure that case studies of the work done with the grant funding receive feedback and are regularly published in the Cymraeg 2050 newsletter.
  • Keep a central record  of the attainment of each relevant partner's indicators / outputs.
  • Be a point of contact for grant partners, directing any queries to the relevant grant managers.
  • Proactively communicate with grant managers to ensure they are aware of their duties, to ensure prompt payments and information about any underspend or under-delivery by grant partners.
  • Communicate regularly with other division members and external  stakeholders in order to share information.
  • Coordinate meetings with external partners
  • Provide minutes of meetings with stakeholders
  • Act as RMSO and offer training to others, coordinate the Cymraeg 2050 division grant filing system, and coordinate responses for BIRT and other corporate queries from time to time
  • Keep a record of branch grant and project expenditure and ensure prompt payments
  • Prepare offer letters to grant scheme partners, including checking work plans (targets) and costs.
  • Responsibility for preparing general correspondence to grant partners

Working in this role will give an opportunity to the successful candidate operate in a team which works entirely through the medium of Welsh, internally and with partners. It will also be an opportunity to learn about the work of a variety of stakeholders who work in language policy.
