Purpose of Post:

Cadw is the Welsh Government’s historic environment service, working for an accessible and well-protected historic environment for Wales.

This role sits within the Properties in Care branch and is responsible for operational management of property and site maintenance services to ensure sites are safe, accessible and attractively presented to the public, and fit for purpose for all staff. The post holder will be responsible for the safe and efficient deployment of contractors and the supervision of Facilities Management (FM) projects in the south Wales region.

The post holder will report to the Head of Facilities & Asset Management and will be responsible for the Cadw Properties in Care for south Wales working closely with the relevant Regional Conservation Manager as part of the wider Properties in Care branch.

Key tasks:

  • Assist The Head of Facilities and Asset Management in the effective and efficient management of all sites with particular emphasis on modern interventions in Wales.
  • Attend regular meetings with the Facilities Management providers and act as the main point of contact on a day to day basis. Meetings will be to monitor progress, reconcile monthly accounts and budget control, agree change orders and manage health safety welfare and environmental issues.
  • Oversee the timely delivery of FM project and planned programmes in conjunction with the relevant conservation and custodian teams.
  • Regularly inspect sites to ensure cyclical maintenance regimes are effective (eg. grounds maintenance, site and premises cleaning, mechanical and electrical servicing, statutory testing of plant and equipment, etc.) and take action as required, including reporting instances of damage or faults.
  • Advise on planned maintenance and help formulate and implement effective, targeted cyclical maintenance plans.
  • Prepare specifications and documentation for remedial call-off or contract works (eg. for property maintenance and adaptations, facilities management, small development improvement works, grounds maintenance services, cleaning and waste management, pest and vermin control, energy conservation, site security, etc.) and supervise and certify their fulfilment. Ensure adherence to WAG/Sell2Wales procurement rules and practice as necessary.
  • Work with colleagues across Cadw to ensure the safe running of events, including compliance with all health and safety and associated regulations as well as ensuring protection of monuments.
  • Make assessments as a result of reported accidents at monument sites or other Cadw locations and report findings and any recommendations for action to management. This should be undertaken in consultation with the Cadw Health and Safety Manager and the regional conservation managers.
  • Assist in the supervision of external contract works as required.
  • Receive and evaluate Method Statements, Safety Plans, and Risk Assessments as required, and ensure correct health and safety practice is adhered to on site at all times. Report breaches to management promptly.
  • Assist with regular inspections of monuments in regional area, in conjunction with conservation managers, and report instances of damage or decay.
  • As directed, to work across geographic areas covering periods of absence and/or regional work variations.

Job Specific Criteria

  1. Qualified to NVQ level 4 (HND or HNC) in a relevant discipline.
  2. Institute of Workplace Facilities Management (IWFM) qualification or membership of the IWFM or be willing to work towards attaining membership.
  3. Demonstrable experience of working directly within a Facilities Management role across dispersed property portfolios. Experience of working with heritage property would be an advantage.
