Purpose of Post:

The post is part of the Climate Change and Energy Efficiency Division. The Division is at the heart of developing solutions for the climate and cost of living crises, working across the Welsh Government and with public and private sector partners.

Our work reports to three Ministers and is a key consideration for all Cabinet members. This post offers an opportunity to work within a branch responsible for delivering the current Warm Homes Programme and creating a new Programme for the future, a Programme for Government commitment.

The post holder will be the Programme Manager leading the development and implementation of the next iteration of the £105m Warm Homes Programme, expected to be awarded mid 2023 and to begin delivery in Autumn/Winter 2023.

 The post holder will drive forward the project management deliverables, advising and overseeing the Project Board and governance arrangements, co-ordinating engagement from appointed technical support services and wider stakeholders.

The post holder will oversee development of the procurement and commercial, engaging with WG colleagues, including Homes & Places, Prosperous Futures and Legal Services. The post holder will also lead mobilisation of the new contract.  The post holder will manage two HEO posts and an EO post during the development of the Programme.

The post offers an opportunity to work at pace, within a delivery and policy led branch, to influence and shape a Programme for Government priority area. The current Warm Homes Nest scheme will continue until at least September 2023. The new Programme from 2023, a commitment within the Fuel Poverty Plan 2021-2035, will continue supporting homes, to decarbonise and reduce energy bills of our most vulnerable households.

This post offers an opportunity to gain programme management experience in a high profile and business critical area, working with a diverse range of stakeholders. The post sits within the Climate Change Division offering an opportunity to work closely with others leading on our approach to net zero.  

Key tasks:

The post holder will report to the Head of Domestic Energy Efficiency and Fuel Poverty and will:

  • Work with key stakeholders to design a future fuel poverty scheme, linking into the fuel poverty strategy. Lead on the procurement of the future scheme.
  • Lead the governance and project management arrangements, preparing discrete work packages, within work streams, to enable delivery of defined products within the current timeline.
  • Lead on the programme management and assurance, including preparation of documentation and reporting requirements for the monthly Project Board and Government Gateway meetings.
  • Work with the policy lead and Legal Services to amend the Regulations to reflect required changes to the new Programme.
  • Lead on the management of the mobilisation plan for the new scheme , ensuring a smooth transition
  • Work with the wider Nest team on the development of a Quality Assurance and Monitoring Agency contract to underpin the delivery of the new Programme.
  • Support the Nest team on delivery of the Quality Assurance and Monitoring Contract following contract award, including managing contract performance and financial management.
  • Work as part of the wider team to represent fuel poverty and contribute to the new fuel poverty strategy.
  • Build relationships with a wide range of stakeholders, maintaining strong and mutually beneficial working relationships
  • Line manage staff, currently two HEO and one EO post.
  • Lead on the delivery of a high standard of corporate, government and ministerial advice related to Warm Homes Programme and contribute to wider cross-cutting advice.
  • Proactively represent the Welsh Government at external meetings. Deputise for the Head of EE&FP where required.

The post sits within the Climate Change Division offering an opportunity to work closely with others on our national approach to climate change in response to the climate emergency. The role offers the opportunity to work in an area with a great deal of Ministerial interest and engagement.

This opportunity is open to current civil service employees on a fixed term or permanent contract who were recruited to their current post via fair and open competition. Those on fixed term contracts can only be appointed for the remainder of their fixed term contract. Those on fixed term or permanent contracts who are not currently working in the civil service are not eligible to apply.
