This post is advertised as Pan Wales, however regular travel to Cardiff will be required.
Successful candidates will be invited to attend an Assessment Gateway between the 10th and 24th July 2019. The assessment process is only available to undertake in Cardiff. Purpose of Post:

The post is responsible for the management and oversight of an ongoing portfolio of technology pilot and adoption projects in health and care settings. The post holder will also be responsible for the development and implementation of a strategic and co-ordinated approach to the development, assessment, adoption and evaluation of health technology in Wales.

This work will sits within the wider activity of the Healthcare Innovation portfolio which is intended to contribute to the transformation of health services and to enhance the economic value from health and social care activity.

Key tasks:

  • To work closely with the Deputy Director to undertake policy research, development and delivery of a more strategic and co-ordinated approach to strategic healthcare technology programmes in Wales. This includes the process by which NHS Wales will engage with the development of new technology, the assessment process, its adoption and evaluation.
  • To work with a wide range of internal and external stakeholders - seeking views and evidence on healthcare best practice, technology innovation and healthcare management.
  • To develop and maintain the Health Technology and Telehealth Innovation Network as a forum for knowledge and good practice exchange between senior stakeholders from NHS Wales, local authorities, industry and academia.
  • To undertake appraisals of technology-focused funding applications to the Welsh Government.
  • To identify UK and international best practice in relation to the health technology pathway and apply it to Wales.
  • To ensure projects are reviewed and evaluated against original programme aims and other appropriate metrics, including benchmark comparisons and value for money.
  • To provide appropriate briefing and advice to the Health Ministers which aligns with the wider priorities of both the Department of Health and Social Services and wider.
  • To work collaboratively across the Department and wider Welsh Government, seeking and progressing opportunities to align with the work of other divisions.
  • To work with NHS Shared Services Procurement to develop a shared understanding of the concept of NHS as a strategically important organisation to the economy in Wales. This also includes seeking ways in which Welsh businesses can engage in the NHS supply chain more effectively.
  • Innovative Procurement – to lead on the supply chain development and procurement of innovation, manage and monitor funded Small Business Research Initiative (SBRI) programme, link to new NHS Wales Shared Service Partnership (NWSSP)/Brexit warehouse business case.
  • Technology Enabled Care (TEC) – to lead on national TEC policy/approach, using budgeting techniques to manage and monitor funded TEC programme.
  • Value Based Healthcare Programme (VBHC) – to lead on value-based healthcare, manage and monitor VBHC procurement, PROMS/PREMS projects.
  • Bevan Innovators Programme – to manage and monitor exemplars of those participating on the programme and first adopters projects that have benefitted from funding through the programme.
  • Strategic Funding Opportunities – to make relevant links across a number of stakeholders; Welsh Government, the wider civil service and to the LS Hub on UK funding opportunities, links to UK Office of Life Sciences and Innovate UK.

Development opportunities:

This role provides the post holder with an opportunity to work at the forefront of identifying, funding and implementing technology into Health and Social Services. Working with a number of stakeholders to identify areas of good practice in innovation and the opportunity to transform health and social services through harnessing technology as an enabler in the industry.

Assessment Process

The assessment event

Candidates will be assessed for suitability for the role through an Assessment Gateway. The Gateway will last for 3.5 hours and will contain two assessment exercises, plus an interview.  Here is some information on the type of exercises that you will be required to complete during the day. 

  • The Analytical Exercise

This involves the candidates being presented with a large amount of information from various different sources, relating to a relevant business problem. These may take the form of graphs, tables, government papers, advisory documents and newspaper articles. The content is highly complex and the candidate must provide a reasoned recommendation for their conclusions.

  • The Leadership Exercise

This will be a simulation of a meeting which involves candidates taking part in a behavioural exercise that simulates a one-to-one stakeholder meeting between the candidate and a role player based on a specific brief. This brief contains background information, a description of the situation and notes about the person he/she is about to meet. The timings and broad objectives of the meeting are also outlined. Candidates will have approximately twenty minutes to prepare prior to meeting the role player and will need to resolve the situation in a way that is mutually beneficial for both parties.

  • Interview

The interview will involve a blend of behaviour and strength-based questions.  The behaviour-based questions will be used to explore in detail what you are capable of and strengths-based questions to also explore what you enjoy and your motivations relevant to the grade requirements.
