Purpose of Post:

Cafcass Cymru is a Division of the Health and Social Services Group within the Welsh Government.  Cafcass Cymru is responsible for safeguarding and promoting the welfare of children involved in Family Court proceedings.

The Cafcass Cymru Central Support Team (CST) provide expert corporate advice and support to all members of Cafcass Cymru. The CST are responsible for all aspects of Cafcass Cymru Digital, Corporate and Government business.

The post-holder will assist with the development and management of efficient and effective business processes, contribute to business change projects and the development and implementation of the Operational Delivery Profession strategy. Alongside the business processes the individual will support the development and management of effective communications for Cafcass Cymru.

Reporting to the Senior CST Business Change and Communications manager, the post holder will work closely with their manager, other senior managers within CST and link with Operational Business Support Managers and their teams to ensure the successful delivery of their responsibilities. The successful candidate will have line management responsibility of at least one member of staff.

Key tasks:

  • Ensure all business processes are up to date and have appropriate supporting guidance by designing and implementing a system that facilitates regular review of business processes with corresponding senior leads.
  • Manage the development, and maintenance of positive and productive working relationships with all Cafcass Cymru’s operational teams, through the provision of visible involvement with local issues, advice on organisational processes, contributing to local and pan-Wales service improvement and assistance with Quality Assurance Learning and Improvement (QALI).
  • Act as the Business Change Lead in working alongside local area management teams and the Cafcass Cymru Integrated Recording Information System (IRIS) Team to analyse operational business information and identify areas of development to take forward within the scope of the QALI framework.
  • Assist the Senior CST Business Change & Communications Manager in establishing the Cafcass Cymru Change Advisory Board (CAB) and, when established, lead on the effective and timely coordination and management of CAB activities including ad hoc involvement with internal projects across the organisation ensuring projects apply clear governance arrangements and deliver to set objectives and timescales.
  • Assist the Senior CST Business Change & Communications Manager to develop control and reporting systems for corporate activity across Cafcass Cymru i.e. a corporate calendar and supporting communications and engagement plan and lead on the management and development of such systems within business as usual.
  • Assist the Head of CST and senior CST managers in the development and implementation of the Operational Delivery Profession (ODP) business strategy, values and culture and once launched into business as usual (BAU) play an integral role in implementing the strategy and ensuring ODP is a success.
  • Involvement with the development of all corporate publications ensuring brand and style management is maintained, responsibility for seeking information for the creation of regular communications content both internally and externally, review communication channels and investigate better ways of communication, collaboration and information sharing.
  • Assist with the development, management and facilitation of corporate events as required.
