The Economic Infrastructure Directorate was formed in summer 2017 following a reorganisation of the Economy & Infrastructure departments within the Economy, Skills and Natural Resources Group (ESNR). 

The Directorate’s vision is to help create modern and connected infrastructure to join up public services and other developments to maximise regional economic benefits.

 The Directorate’s remit covers Roads; Railways; Aviation; International Trade & Investment; Commercial Property and Digital Infrastructure.

 Consequently we are responsible for some of the largest, most complex and riskiest programmes and projects delivered by the Welsh Government.

 Our 320 staff includes a diverse range of professionals covering such areas as Chartered Surveyors, Town Planners, Economists, Engineers and Accountants creating a strong multi-disciplinary team.

 We work with internal partners across Government, the Regions of Wales, other public bodies and, increasingly, the private sector.

 The Business Solutions Division within the Economic Infrastructure Directorate is a customer facing team that is commercially focused, creating innovative financial and commercial packages to support the delivery of many of the more complex programmes and projects undertaken within Economic Infrastructure.

 The Property Solutions Branch is one of three that make up the Business Solutions Division, along with the Commercial and Project Solutions teams. Many of our projects have property development and investment at their heart as a value generator and we often work closely with private sector developers and investors.

 The key to success in securing new inward investment into Wales and supporting the growth of indigenous companies has often been the ability of the team to develop innovative property solutions.

 Recently our property skills have played a key role in enabling Transport Infrastructure, particularly where these are linked to regeneration opportunities. 

Current and recent activities have drawn on this Real Estate expertise in Commercial Development; Investment; Development Finance; Joint Venture; Land purchase and disposal; Leading etc..

 The post-holder will be responsible for leading commercial settlement negotiations which may involve the purchase, management, auctioning, sale or transfer of infrastructure assets. The post-holder will provide senior technical, delivery and assurance decision making for a number of complex programmes and projects. 

The post holder will represent Wales in discussions at the very highest level with multi-national companies and public bodies in Wales and with UK Government

  • Advise internal clients on private sector led property solutions for companies and projects
  • Develop “Market Economy Operator Principle” (MEOP) compliant funding mechanisms to support the development of property packages for companies, such as head leases, guarantees, project finance loans etc
  • Negotiate Joint Ventures (contractual, incorporated and informal) with public and private partners and secure third party (off balance sheet) debt finance
  • Work with the owners and promoters of major projects in order that projects advance to a stage where they are “Investment Ready”. Subsequently work with colleagues in Welsh Government and at Department of International Trade to promote those projects to prospective Investors.
  • Develop and maintain a range of productive relationships with Investors, Developers and Property Owners with the objective of building an understanding of market opportunities to deliver projects that have a benefit to Wales.
  • Negotiate Property acquisitions, disposals leases etc. and subsequently instruct and manage external advisers including valuers and lawyers.
  • The post holders will provide an outstanding problem solving service to internal and external customers and will provide an agile and rapid response to major inward investment and indigenous companies in developing delivery solutions that enables businesses to invest and grow in Wales.

The post offers the opportunity to work in a high profile delivery area. Infrastructure investment is one of the highest priorities for the Welsh Government. It can provide an important and much needed stimulus, creating the conditions for increased and sustainable growth in the  medium and longer term. The Economic Infrastructure directorate is responsible for the largest infrastructure investments ever made by the Welsh Government with a total public funding contribution exceeding £2bn over the next 5 years. The post holder will lead on complex negotiations that will ensure that much needed private sector investment can be secured to match this very significant public funding.

Competencies:

Job Specific Criteria:

  • Experience of managing large or complex property developments.
  • Knowledge of grants and State aid is not essential but would be desirable, otherwise an ability to quickly assimilate complex, financial, regulatory or legal information.
  • A background in the commercial property Industry (Development, Investment, Land Buyer, Advisory, Corporate Real Estate, etc.) Commercial acumen, preferably gained in both the private and public sectors.
