Purpose of Post:

Reporting to the Director of Clinical Advice and Quality Governance, to:

  • Lead and manage all aspects of the corporate quality strategy and approach 
  • Lead and manage HIW’s approach to measuring quality within its functions 
  • Develop and oversee the provision of acute clinical advice within HIW in conjunction with the Director of Clinical Advice and Quality
  • Lead and manage the monthly, quarterly and annual plans for quality and author reports on this 
  • Provide support to all functions within HIW on quality and acute clinical advice 

Key tasks:

Post-specific tasks: 

  • To oversee the implementation of the quality strategy and associated quality measurement programs. 
  • Implement a reporting structure for quality within HIW on a monthly, quarterly and annual basis. 
  • Work with all functions and branches to support them to embed quality measurement and assurance in their teams.
  • Work with all functions and branches to support them with any matters requiring acute clinical advice. 
  • Work with stakeholders to ensure that HIW is present in all relevant spheres relating to quality and acute clinical areas. 
  • Support the learning and development of staff in the areas of quality and acute health. 
  • Present information and progress against the quality strategy to SLG, quality group and executive meetings. 
  • To oversee, coordinate and manage the response to any consultations relevant to practice area. 
  • To ensure that HIW maintains and implements processes and procedures that meet best practice.
  • To manage relationships with the Welsh Government and other stakeholders on matters of quality and acute clinical advice. 
  • To proactively advise HIW Senior Leadership Group on the areas where the post has lead responsibility highlighting strengths and weaknesses and holding the organisation to account as appropriate.
  • To be a member of the HIW Senior Leadership Group.  Supporting the Chief Executive and other senior managers to promote visible, engaged  leadership to deliver the business of HIW.
  • To quality assure inspection reports as required.
  • To attend on site and virtual inspections as required to provide specialist advice. 
  • To act as Relationship Manager for HIW as required.

Common tasks: 

  • To act under delegations from the Chief Executive
  • To work with Director of Clinical Advice and Quality Governance and mental health lead to ensure a cohesive approach to clinical advice 
  • To work collaboratively with colleagues throughout HIW
  • To take part in the activities of HIW
  • To manage their own continuing professional development and the development of their team members
  • To uphold HIW's mission, purpose, role and values

Development opportunities:

It will involve working alongside the Deputy Directors and Chief Executive.
Training is needed for some aspects of the role and will be provided.

Job specific criteria: 

  1. Experience of healthcare inspection and an understanding of the health and social landscape in Wales
  2. Experience of quality improvement and measurement 
  3. Professional registration with a national body and extensive experience of working in a variety of acute clinical settings
