Purpose of Post:

The post holder will play a key role in supporting the design of priority conservation and development projects for Cadw’s 130 historic monuments in state care.

This role sits within the Properties in Care branch of Cadw which is responsible for conserving, managing, and developing Cadw’s monuments. Our work includes building conservation programmes, keeping Cadw monuments safe and accessible and delivering projects which improve visitor experience and support Wales’s economy and communities.

We are seeking a specialist heritage professional to manage the early stages of large complex conservation and development projects, from strategic definition (RIBA 0) to detailed design (RIBA 4) with an ongoing overview once projects are being delivered on site. The post-holder will require a formal heritage qualification at degree level (or above) or membership of an accredited conservation body plus a good record of practical experience.

The post holder will work closely with a team of heritage and property professionals in the delivery of world-class heritage visitor destinations across Wales. 

Key tasks:

  • Reports to the Head of Properties in Care, is a member of Properties in Care Senior Leadership Team and, Major Projects team.
  • Work collaboratively with the Properties in Care heritage building surveyors, project managers and the estates team, as well as with all other branches of Cadw, ensuring future projects are built on a sound understanding of the significance of the monument. Be responsible for ensuring significance is clearly articulated and agreed, key gaps in Cadw’s knowledge identified and new research commissioned to fill these gaps.
  • Be responsible for writing, and / or procuring external specialist heritage professionals to deliver Conservation Management Plans, Statements of Significance (including relative significance), Heritage Impact Statements & Assessments, applications for Scheduled Monument and Listed Building consent, and research.
  • Work with PiC Major Projects Team, Monument Development Teams (cross Cadw teams) and the Cadw Programme Board.  Commission Master-plans for Cadw’s historic sites where a development project is envisaged.
  • Work collaboratively with external partners and stakeholders essential to the success of Cadw projects, ensuring these deliver the benefits expected from the Welsh Programme for Government.
  • Using a project management approach, lead the early development of large complex projects, and report regularly to PiC Major Projects, Cadw’s Monument Development Teams and Programme Board on the progress of Cadw’s major conservation and investment projects as required.
  • Work closely with Cadw’s Inspectors of Ancient Monuments and Historic Buildings to ensure consultation with, and consents from the Historic Environment branch are achieved in a timely manner. An early task will be to draw up and agree a service level agreement (SLA) between PiC Cadw’s Historic Environment branches, to ensure timely collaboration and consents are achieved for PiC’s conservation and project work programme.
  • Provide expert professional advice whenever required to help preserve, protect and enhance the built heritage of Wales, ensure the adoption of best conservation practice, design, workmanship and materials for all work affecting ancient monuments in the care of WG.
  • To assist with, or directly provide briefings for Ministers and/or senior officers on subject responsibilities, including verbal briefings or attendance at meetings or ministerial visits, and contribute written advice for cross-Cadw briefing commissions.
  • As directed, to work across geographic areas covering periods of absence and/or regional work variations.

Job Specific Criteria;

  1. Specialist knowledge of historic environment legislation, especially managing change to historic places and monuments. 
  2. Project management qualification or experience of managing / delivering projects within the historic environment, including knowledge of the planning system.
  3. Experience of procuring, briefing and managing specialist consultants and contractors.
