Purpose of Post:
CIW is the independent regulator of social care and childcare. CIW registers, inspects and takes action to improve the quality and safety of services for the well-being of the people of Wales.
Reporting to the Head of Support Services, this senior post will lead four multi-disciplined teams providing effective strategic leadership and management of the corporate and business services within the Support Services team.
The post holder will be responsible for the effective deployment of resources, and ensure that all management responsibilities are carried out in line with the organisation’s operational and strategic priorities, and within appropriate lines of accountability.
The post holder will develop strong strategic and operational links with Welsh Government colleagues, key stakeholders and partner organisations.
Key tasks:
Lead on the provision of high standard support services, providing effective leadership, promoting and supporting the operational delivery of the organisation.
Lead on ensuring robust management of resources, budgets and staff within the support services team, developing and implementing corrective actions as required.
Lead on governance, compliance and business processes to include:
- effective management and maintenance of financial and procurement systems to monitor and evaluate all contracts and agreements, ensuring that payments are made promptly, in line with contractual requirements.
- internal and external communications, leading a team to work with a broad range of stakeholders and promoting engagement both within and outside of the organisation
- recruitment, HR and learning and development, leading a team to support all internal and external recruitment for CIW. Dealing with all HR matters, liaising as appropriate with WG HR colleagues and leading on learning and development for all staff
- management and handling of complaints, ensuring that regular reports are produced for the Senior Management Team with clear recommendations and agreed actions to ensure lessons are learned to improve our services.
- effective management of business continuity plans, the divisional Risk Register, and Freedom of Information and Data Protection requests.
- the management and delivery of the organisation’s responsibilities in relation to Health and Safety, Equality, Diversity and the Welsh Language.
- management of information sharing protocols and frameworks with other inspectorates and regulators in developing a shared knowledge management framework.
Lead and oversee the management of the corporate planning process, ensuring regular reports are produced for the Senior Management Team, and that processes are in line with strategic direction requirements; overseeing the production of the Annual Report, Strategic and operational plans and securing effective implementation monitoring processes.
Ensure excellent working relationships between the support services team and the organisation’s operational teams in order to improve and develop practices, consistency and the standard and quality of services.
Contribute to the development of support services operational delivery plan and influence other team’s’ plans, including digital, data analysis and project development across CIW.
Lead on the provision of advice, support, information and regular reports to the Chief Inspector/ Assistant Chief Inspectors/Head of Support Services as required.
Deputise for the Head of Support Services as required.
Managing own professional development and seeking appropriate opportunities in discussion with the Head of Support Services.

Job Specific Criteria:
Demonstrate ability to lead and manage multi-disciplined teams to ensure effective and timely delivery of services to a wide range of internal and external stakeholders.
Experience of leading and supporting strategic change and of working with and influencing staff at senior level.
Ability to demonstrate strong communication skills together with evidence of setting clear direction to enable delivery against agreed performance standards.
Assessment Process
Applications will be sifted, successful candidates will then be invited to interview. Interviews will be virtual via Microsoft Teams.
Depending on the volume of applications, there may be a two stage sift process. If this is the case, at the first stage, we will only score the competencies for Leadership and Communication. Candidates will still need to evidence all 4 competencies and the 3 job specifics as part of their application.
