  • Mae hon yn un o dair swydd pennaeth uned yng Ngwasanaeth Cyfieithu Llywodraeth Cymru. (Y ddwy swydd arall yw Pennaeth yr Uned Cyfieithu Testun a Chyfieithu ar y Pryd a Phennaeth yr Unedau Datblygu a Busnes. Mae’r tri phennaeth uned yn atebol i Bennaeth y Gwasanaeth Cyfieithu.)
  • Yr Uned Cyfieithu Deddfwriaeth yw’r uned sy’n cyfieithu deddfwriaeth Llywodraeth Cymru a’i Gweinidogion. Mae hwn yn wasanaeth sy’n hanfodol er mwyn galluogi’r sefydliad i sicrhau bod deddfwriaeth Cymru ar gael i bobl Cymru yn hwylus yn y ddwy iaith yn unol â gofynion statudol a threfniadaethol.
  • Pwrpas y swydd yw arwain a rheoli’r Uned Cyfieithu Deddfwriaeth; rhoi arweiniad strategol a phroffesiynol clir a dibynadwy ar lefel gorfforaethol i’r Gweinidogion ac i gydweithwyr ar draws y sefydliad, ac ar brydiau i randdeiliaid allanol, ar faterion sy’n ymwneud â chyfieithu’r ddeddfwriaeth.

Key tasks:

Arwain a rheoli

  • Arwain ar gyflenwi gwasanaethau cyfieithu deddfwriaeth i Lywodraeth Cymru, gan ddarparu gwasanaeth prydlon ac effeithiol o’r safon uchaf ar gyfer y sefydliad.
  • Arwain uned o uwch-gyfieithwyr, cyfieithwyr a chyfieithwyr dan hyfforddiant sy’n gweithio fel arfer mewn 5 lleoliad gwahanol ledled y wlad – neu’n gweithio gartref - a bod yn rheolwr llinell ar 2 Ieithydd Deddfwriaethol (SEO) sy’n arwain y ddau dîm o fewn yr uned honno.
  • Annog a meithrin aelodau’r uned i ddatblygu holl ystod y sgiliau angenrheidiol fel cyfieithwyr deddfwriaethol  ac i ymrwymo i ddatblygiad proffesiynol parhaus o fewn y Gwasanaeth Cyfieithu ac o fewn y gwasanaeth sifil ehangach.

Cyflenwi gwasanaethau cyfieithu testun deddfwriaethol sy’n cefnogi deddfu yn y Gymraeg a’r Saesneg

  • Deall swyddogaeth cyfieithu testun deddfwriaethol yng nghyd-destun deddfu yn y Gymraeg a’r Saesneg o dan y setliad datganoli.
  • Ymwneud yn broffesiynol â swyddogion y Llywodraeth sy’n arwain ar ddeddfu yn y Gymraeg a’r Saesneg ac ar gyflawni gofynion statudol a rheolau sefydlog y Senedd o ran deddfu yn y Gymraeg a’r Saesneg.
  • Arwain ar y ffordd y mae'r Uned Cyfieithu Deddfwriaeth yn cynllunio a chyflenwi ei gwaith cyfieithu er mwyn diwallu gofynion y sefydliad.
  • Cynnig arweiniad clir, proffesiynol ac awdurdodol ynghylch cyfieithu testun deddfwriaethol i’r Uned, i’r Gwasanaeth Cyfieithu’n ehangach, ac i gydweithwyr ar draws y sefydliad, a rhoi cyngor safadwy ar lefel ffurfiol i’r Gweinidogion ac i’r sefydliad ar gyfieithu testun deddfwriaethol.

Darparu gwasanaethau effeithiol

  • Gwneud y defnydd gorau, mwyaf effeithlon o adnoddau cyfieithu mewnol ac allanol, ac o systemau technoleg, i ddiwallu’r gofyn.
  • Rhoi trefniadau effeithiol ar waith yn ôl y gofyn ar gyfer defnyddio contractau cyfieithu a chomisiynu gwaith cyfieithu yn briodol gan ddarparwyr allanol, a bod yn atebol i bennaeth y Gwasanaeth Cyfieithu am ddefnydd yr adnodd allanol a’r gwariant ar y gyllideb.

Adolygu a gwella ffyrdd o weithio

  • Adolygu gweithdrefnau mewnol yr uned er mwyn gwella arferion gwaith yn barhaus, a chyfrannu at ddatblygiad ehangach y Gwasanaeth Cyfieithu gan roi newid ar waith mewn modd cyfrifol a chynaliadwy sy’n fanteisiol i’r sefydliad.
  • Arwain cyfraniad yr uned a chynrychioli’r Gwasanaeth Cyfieithu ar bob adolygiad o’r systemau a’r gweithdrefnau deddfu er mwyn sicrhau bod pob agwedd ar lunio’r testun Cymraeg yn cael ei hystyried mewn ffordd sy’n hwyluso’r gwaith o gyfieithu’r ddeddfwriaeth i’r safon uchaf posibl.

Cydweithio ag eraill

  • Cydweithio’n agos â Phennaeth y Gwasanaeth Cyfieithu a chyda’r ddau bennaeth uned arall – sef Pennaeth yr Uned Cyfieithu Testun a Chyfieithu ar y Pryd, a Phennaeth yr Unedau Datblygu a Busnes - er mwyn llywio’r holl agweddau ar waith y Gwasanaeth Cyfieithu yn hwylus ac yn effeithiol.
  • Meithrin perthynas waith effeithiol â chydweithwyr mewn adrannau eraill o’r sefydliad, yn enwedig y sawl sy’n drafftio ac yn rheoli deddfwriaeth, ynghyd ag eraill yn y maes cyfiawnder,  er mwyn codi ymwybyddiaeth am y gwasanaethau cyfieithu deddfwriaeth a hwyluso’r broses gyfieithu.
  • Rhwydweithio’n effeithiol â rhanddeiliaid allanol gyda golwg ar godi ymwybyddiaeth am waith cyfieithu deddfwriaeth yn Llywodraeth Cymru, rhannu arbenigedd, dylanwadu a dysgu gan eraill er budd y sefydliad, a chyfrannu’n adeiladol at hwyluso’r defnydd o’r Gymraeg yn y maes cyfiawnder yng Nghymru.
  • Arwain neu gyfrannu at brosiectau penodol ar gais rheolwyr a chyfarwyddwyr y sefydliad.
