Purpose of Post:

Prosperity for All - the Economic Action Plan contains significant commitments relating to Property Infrastructure Delivery which underpin the Programme for Government and need to be delivered between now and the end of this Senedd, and likely into the medium term. 

The purpose of the posts is to manage, advise and provide support on a range of property infrastructure related interventions for the development, management and disposal/acquisition of land and premises.  This includes interventions undertaken directly and with other public and private sector partners, ensuring that the value and performance of the Welsh Government’s property assets are protected and wider policy objectives achieved.

The jobholder will be expected to travel frequently and to remote locations occasionally as part of their duties.

Key tasks:

  • Negotiate, implement and manage a range of property development and disposal projects and undertake negotiations in accordance with the department’s objectives and governance arrangements.
  • Appraise and process property related grant support packages and provide advice on grant recovery including direct negotiation with local authorities and developers.
  • Represent the department on internal and external liaison bodies, working groups and partnerships, deputising for Senior Property Manager where required and to provide specialist property input to multi-disciplinary project teams, providing leadership in cases.
  • Negotiate the terms of Town Planning and Highway Agreements and actively resolve legal, financial and subsidy control issues impacting on projects. Encourage and support collaboration in land and property activities across Government and the wider public sector estate. Support wider public sector regarding professional knowledge and expertise.
  • Preparation of Master Plans and procuring technical studies to enable the submission of Planning Applications.
  • Evaluate and monitor the performance of projects, providing regular progress reports to line managers and others ensuring that any actual or forecast variances in budget or financial targets, outputs or outcomes are identified and accounted for at the earliest opportunity.
  • Procure and manage technical and property consultants where necessary.
  • Contribute to the formulation of budgets for capital and revenue expenditure and manage project finance and budgets.
  • To undertake such other duties and responsibilities as are commensurate with the post and salary band.

Job Specific Criteria 

  1. Chartered Surveyor or equivalent.
  2. Broad based property experience, preferably in the field of land/property development with in depth experience in certain areas.
  3. Credibility and confidence to engage with partner/stakeholder organisations.
