Purpose of Post:

This is a key role in teams where activity is subject to significant scrutiny.  Post holder will be responsible for developing policy and its implementation, considering the wider context. They will be expected to become expert in their policy area where they will deliver the priorities set out in the Wales Transport Strategy with specific regard to regional issues. 

The post holder will manage work programmes, working closely with policy leads, Transport for Wales and key stakeholders to support timely delivery.

The regional transport manager is a key role in a division where activity is subject to significant scrutiny.  The post holder will be responsible for developing policy and its implementation to deliver transport related Programme for Government Commitments in the regions of Wales,

 

In the first instance, this post will focus on delivery of the North Wales Transport Commission’s remit, reports and recommendations.

 

The post covers a wide range of duties:

  • Delivering communications, publications and supporting external engagement.
  • Management, coordination and drafting of all aspects of government and ministerial business. Write and submit policy submissions and responses to Ministerial correspondence.
  • Developing robust business and action planning, identifying benefits, risks and milestones and managing relevant contracts with specialist suppliers.
  • The post holder is expected to lead on stakeholder engagement, ensuring alignment with cross-government policies and corporate goals. They will represent the policy area and the organisation at external meetings or networks
  • Researching and analysing issues, identifying potential issues and determining processes and procedures for policy implementation
  • Represent the policy area and the organisation at external meetings or networks
  • Manage the relevant programme board(s) working with lead officials to keep track of delivery and assigning actions.
  • Support and advise HEO/EOs on drafting responses to queries from ministers, senior officials, staff and stakeholders within agreed timescales.

Key tasks:

The main duties of the post will include:

  • Building strong collaborative working relationships across the regions with internal and external stakeholders. This includes Corporate Joint Committees as they develop and Local Authorities (including English authorities on cross-border initiatives).
  • Support policy leads to set targets and establish the operational mechanisms, ethos and working practices necessary to effectively deliver sometimes complex and cross-cutting agendas.
  • Business and action planning, identifying benefits, risks and milestones.
  • Programme Secretariat and governance as required.
  • Providing Ministers with support and bespoke advice on matters relating to their policy area and related activities; drafting high quality updates to relevant Ministers.
  • Work alongside colleagues in Comms on engagement matters to ensure effective and productive dialogue with all relevant stakeholders and the general public.
  • The post holder will manage stakeholder engagement, ensuring alignment with other portfolios and corporate goals. They will represent the policy area and the organisation at external meetings or networks.
  • Oversee and undertake research and analysis work, identifying potential issues and determining processes and procedures for policy implementation.

Development opportunities:
