Purpose of Post:

CIW is the independent regulator of social care and childcare. CIW registers, inspects and takes action to improve the quality and safety of services for the well-being of the people of Wales. Regulation and enforcement are key functions in the delivery of safe, high quality regulated services to the citizens of Wales. The role of Senior Manager - Registration and Enforcement is critical to ensuring that only reliable, safe services are registered and robust action is taken when services fail to provide safe care. 

The post holder will have line management responsibility for Team Managers (MB1) and will support the Head of Registration and Enforcement in ensuring the delivery of consistent, effective, efficient and high quality services. 

CIW is undergoing a significant change programme involving a change in structures and a move to digital services. The Postholder will contribute to and support key aspects of the change agenda. 

The post holder will be accountable to the Head of Registration and Enforcement.

Key tasks:

  • To provide leadership and line management support to the registration and enforcement team, including both inspectors and inspection support staff.   This includes direct line management responsibility for Team Managers (MB1).
  • To lead and be responsible for the overall performance, quality and timeliness of all aspects of registration and enforcement work in accordance with relevant legislation.
  • To lead on ensuring the robust management of resources and staff within the Registration and Enforcement team and develop and implement corrective actions if required.
  • Ensure the work of the Registration and Enforcement team is delivered to a high standard, in a timely way and that decisions are communicated effectively.
  • Lead on ensuring the effective implementation of strong performance and quality assurance arrangements and contribute to the development and improvement of such arrangements.
  • Make case management and enforcement decisions in line with the delegated responsibilities set out in CIW’s securing improvement and enforcement guidance.
  • Work closely with senior managers in Local Authority Inspection team to share intelligence.
  • To ensure robust arrangements for accountability, compliance and management oversight of the team.
  • To lead on the provision of advice, support, information and reports to the Head of Registration and Enforcement as required.
  • Preparing briefings for Ministers and the Senior Management Team in relation to specific cases.
  • Develop and embed strong and effective registration and enforcement practice across CIW, ensuring that enforcement guidance and tools are in place, are fit for purpose, are evaluated and kept under review.
  • Building and sustaining effective working relationships with other relevant national and regional regulation and enforcement agencies, commissioners including Social Care Wales, NMC, Police, Health and Safety Executive, Food Standards Agency, Estyn and Health Inspectorate for Wales.
  • Supporting staff with complex cases and as requested chairing any relevant meetings and undertaking negotiations with providers and other key stakeholders.
  • Ensuring staff within the team are sighted on all services of concern and that action plans are progressed, remain current and are clearly detailed. Coordinating and overseeing the governance and the decision making arrangements in relation to securing improvement and enforcement, including oversight of any criminal procedures.
  • Coordinate responses to representations in line with CIW guidance, including considering representations in accordance with the agreed rota.  
  • Oversee allocation of registration, securing improvement and enforcement activity across Wales, ensuring caseload equity.
  • Collating, providing evidence to and attending Care Standard Tribunal hearings
  • Ensuring that there is a development programme for staff in relation to registration and enforcement so that inspectors and inspection support staff are competent, confident and reliable.
  • Take responsibility for own performance management and own professional development and seek appropriate development opportunities in accordance with the Welsh Government’s performance management process and in discussion with the Head of Registration and Enforcement.
  • Represent the organisation at senior level as required.
  • To deputise for the Head of Registration and Enforcement as and when required.

Job Specific Criteria:

  • A graduate with a relevant degree or a recognised Social Care qualification, such as a Diploma in Social Work (or Social Care Wales equivalent), nursing or allied health care qualification or a teaching qualification along with experience of leading and managing change and driving improvement within a social care or health organisation.
  • Proven track record of managing staff, managing performance and resources and projects to ensure effective service delivery.
  • Knowledge and understanding of relevant legislation in relation to the delivery of social care in Wales.
