Purpose of Post:

A motivated individual is required to work as a lead application developer in a small team providing the design, development, and maintenance of digital solutions that incorporate data collection or entry, publication, analysis, and visualisation with a significant emphasis on Geographic Information Systems (GIS) and related technologies.  The postholder will be responsible for optimising and innovating in the delivery of applications, infrastructure and services for both internal and public audiences; performing business analysis and gathering requirements via stakeholders across Welsh Government and wider public sector e.g. Natural Resources Wales and local authorities; and setting precedent for future projects both within the department and wider Welsh Government.

Key tasks:

  • In support both of Knowledge and Analytical Services but also the wider Welsh Government departments and its partner bodies (e.g. NRW), design, develop and maintain applications to collect, process, analyse and visualise data with an emphasis (but not an exclusive emphasis) on data with a geographic aspect
  • Design, develop and maintain an external cloud infrastructure to host both data and applications including infrastructure required to deliver the Lle geo-portal for Wales providing open access to geo-spatial information on behalf of WG and other public sector stakeholders in line with INSPIRE regulations and Public Sector Information directives
  • Provide a technical lead role within the branch to mentor and steer other developers within the team
  • Provide technical expertise to other Welsh Government departments with digital agendas including the Central Web Team (CWT), Department for Education and Skills (DFES), and Economy, Science and Transport (EST), along with non technical areas including Strategic Budgeting, Library Services, Translation Unit, Emergency Coordination Centre Wales (ECCW), and Cadw, while maintaining alignment with corporate practices
  • Acting as one of the main technical points of contact in the branch when engaging with external stakeholders including NRW, local authorities, other public sector organisations and third party suppliers of services and support arrangements

Development opportunities:

The successful candidate will be given the opportunity to apply their technology knowledge and skills in influencing the design and direction of key corporate deliverables such as improved web-based presentation of statistical and geographic information and improving data management across Knowledge and Analytical Services.

The role also offers significant contact with stakeholders across Welsh Government and in external partners as part of understanding requirements; developing ideas; and the implementation of those ideas in building new and improved data and technology solutions.

Additional evidence MAY be provided by referencing experience in ANY of the following skills, considered DESIRABLE for the role (and will be used to distinguish between candidates assessed at a similar level):

  • Working understanding of agile methodologies and PRINCE2 concepts
  • Use of open standards for spatial data and services (e.g. WMS, WFS, TMS, GeoJSON, GML)
  • Familiarity with desktop GIS (e.g. ArcGIS, QGIS)
