Purpose of Post:

The purpose of this post is to support the delivery of the Welsh Government’s enforcement on empty properties agenda and deliver the administration of property loans and Transforming Towns Loans (TTLs) across Wales. The postholder will be a key facilitator with partners across the public, private and third sectors and with other Welsh Government departments in relation to property loans, TTLs and enforcement on empty properties. The post holder will also support colleagues in delivering the Transforming Towns regeneration programme across the mid Wales region.

Key tasks:

Enforcement

  • Support the delivery of the enforcement agenda in relation to empty properties across the areas acting as a key facilitator with partners under the leadership of the Head of Regeneration Mid Wales, Enforcement and Loans.
  • Provide oversight of the administration of the £15.2m Enforcement Fund.
  • Assist in the development/delivery of mechanisms, tools and approaches which facilitate enforcement.
  • Assist with the response and delivery of recommendations from the Equalities, Local Government, and Communities Committee inquiry into empty properties.
  • Act as a contact for queries relating to empty properties.
  • Provide support to the Division’s policy team, particularly in relation to empty properties.
  • Provide support to Head of Regeneration Mid Wales, Enforcement and Loans, other Heads of Regeneration and Deputy Director as required.

Loans (Property and Transforming Towns)

  • Deal with applications for funding and assess proposals checking for alignment with strategic priorities, viability, value for money, budget availability etc. From these applications provide initial assessments to be reviewed by the relevant leads and make appropriate recommendations to the Loans Panel if appropriate and the Minister for Climate Change;
  • Oversee timely distribution and receipt of six monthly monitoring returns from Local Authorities for both the Property Loans and Transforming Towns Loans schemes. Analyse the returns at national level to provide progress reports and timely financial monitoring and forecasting;
  • Support and contribute to the All Wales Loans Network and associated activities.
  • Develop and maintain effective relationships with delivery partners ensuring regular monitoring of projects and accurate submissions of financial claims within the desired timescales;
  • Maintain an effective risk register for the Division’s work and a monitoring schedule for the projects and programmes in receipt of funding.

Regeneration Mid Wales

  • Support the Transforming Towns regeneration programme across mid Wales including financial payments and monitoring.
  • Regular liaison with mid Wales local authorities (Ceredigion and Powys) on all aspects of programme delivery and associated matters.
  • Support and contribute to the Mid Wales Town Centre Action Group and delivery of its Action Plan; and represent Mid Wales Regeneration, as necessary, at other meetings.

General

  • Provide ministerial/government business support across above areas.

Deputise on behalf of the Head of Regeneration Mid Wales, Loans and Enforcement or Regeneration Project Manager (Mid Wales, Enforcement & Loans) as required.

Development opportunities:

This is a programme funded posting to a vital role in a high priority and high profile policy area which impacts on regeneration and housing.

The role combines national (Enforcement and Loans) and regional (Mid Wales Regeneration) perspectives providing a key insight into interventions at different levels. The crosscutting nature of the role means that the post holder will come into contact with a wide range of other policy areas and stakeholders – internally and externally.
