Purpose of Post:

This post will be responsible for providing support to the Senior Libraries Advisor in the development, implementation and evaluation of public library policy and provision.  The post holder will also be responsible for supporting the Senior Libraries Advisor in the maintenance of the statutory duties relating to public libraries contained in the 1964 Public Libraries and Museums Act.  The post holder will be expected to co-ordinate schemes such as the Capital Transformation Fund for the libraries team, alongside the development of digital library services, including the National Digital Library, and support audience engagement and marketing in public libraries across Wales.

Key tasks:

  • Support colleagues on work relating to the Welsh public library standards to fulfil Ministerial statutory duties in relation to the 1964 Public Libraries and Museums Act. 
  • Contribute to the development of the cultural priorities as they relate to public libraries. 
  • To ensure that the overall strategy for libraries aligns with Programme for Government commitments. 
  • Manage the development and delivery of strategic projects relating to public library services in Wales. 
  • Manage the development of the promotion and marketing of public libraries in Wales, in liaison with colleagues in Welsh Government and the National Library of Wales.
  • Prepare advice and briefings for Ministers and draft responses to correspondence and enquiries. 
  • Undertake monitoring of relevant grant programme spend and outstanding claims; including checking claims submitted and verifying supporting documentation. 
  • Maintain professional knowledge and expertise in the development of library services at a national, UK and international level.
  • Line Management as required. 
  • Other tasks appropriate to this role and grade.

As well as gaining in depth knowledge and experience of the library sector in Wales, the successful post holder will develop their communication and interpersonal skills in a programme environment which impacts on many policy areas across the Welsh Government including education, digital services, communities and tackling poverty, lifelong learning, health and well-being, social justice and sustainability.

Job Specific Criteria: 

    1. Experience of working in the library sector. 
    2. A good understanding of the relevant policy and legislative framework, especially as applied to the public sector.
    3. Working s with stakeholders to identify gaps in services or standards and developing advice, training or guidance proactively to meet sector needs.

    To be eligible to apply for this post the candidate must possess a first degree or postgraduate qualification in library and/or information management.
