Purpose of Post:

Mental health is a high profile and cross-cutting area for the Welsh Government and represents the largest single area of expenditure within the NHS.  

This post will be based in the Social Services Partnership and Integration Branch who lead on development of policy and legislation including in relation to Regional Partnership Boards early intervention and prevention, new models of social care, co-production and the Regional Investment Fund. However, this post will be fully integrated with the Mental health and Vulnerable Groups team who have policy responsibility to drive the Nest/Nyth implementation across RPBs.

The key component of our PfG commitment to the No Wrong door approach he NEST/NYTH planning framework has been developed to ensure a 'whole system' approach for developing mental health, well-being and support services for babies, children, young people, parents, carers and their wider families across Wales. Implementation of the framework is a key component of the Programme for Government commitment Prioritise service redesign to improve prevention, tackle stigma and promote a no wrong door approach to mental health support.  Sustained by both the Deputy Minister for Mental and Health and Well Being and Deputy Minister for Social Services, this post is key to facilitate and embed the implementation of the Framework

Mental Health and Vulnerable Groups Division and Social Services Future and Integration Division are working together to ensure the robust/rapid/quality implementation of the NEST/NYTH Framework by all regional partnership boards across Wales. 

The implementation advisor/lead will be required to support the work of the Welsh Government in the continued implementation of Nest/Nyth Framework developing, as necessary, guidance and policy whilst working with external stakeholders to build knowledge and expertise of the framework including through the Community of practice for emotional mental health, capturing, reflecting and growing the good practice across Regional Partnership Board. 

The post will be fixed term for two years with the potential for an extension.

Key tasks:

The post would have access to a small budget for adhoc RPB specific NEST support in areas of challenge.

Key tasks for the post are:

  • To drive the delivery of a key ministerial priority by providing challenge and support to external partners during their implementation of Nest/Nyth Framework.
  • Develop necessary implementation guidance, using judgement to balance ambition with practical delivery
  • To lead work with external stakeholders to build knowledge and expertise of the framework including through the WG funded Community of practice.
  • Coproduce a package of training (including materials) to strengthen professional and practice expertise and knowledge of Nest/Nyth and its requirements across Wales 
  • To work proactively with senior colleagues across Welsh Government, in statutory agencies and in the third sector to ensure Nyth/ Nest is prioritised by them and ensuring they build knowledge and understanding of the cross cutting nature of the Nest/Nyth framework as a whole system approach– including related stakeholder engagement
  • Maintaining good relationships with external bodies including service providers, third sector organisations, service users and carers, and representing the Welsh Government at official events on some occasions.
  • Once Nest/Nyth is embedding at an RPB level, the role would support some of the early next steps work in relation to expanding scope towards an all age approach.
  • To lead on development of criteria for Regional Investment Funding of Nest/Nyth projects, to work with the wider team to assess and approve proposals (estimated in the region of £20m) in line with the policy intent
  • To develop progress reporting mechanisms and utilise available data in relation to drive delivery and inform future policy development
  • To attend a relevant all Wales groups with senior stakeholders as priority for Ministers and Health and Social Services Group Directors.
  • Lead and manage the government business relating to the implementation of Nest/Nyth and associated RIF projects.
  • Act in accordance with the delegation afforded to the role in relation to the management of the small budget for adhoc RPB specific Nest/Nyth implementation support in areas of challenge. Supporting the Head/Deputy Head of Division and Head  of Branch in developing and delivering mental health policy in Wales in line with the Together for Mental Health Strategy for Wales and the accompanying delivery plan.

Development opportunities:

This is a high profile area of work which will bring opportunities to brief Ministers and develop close relationships with colleagues, including at a senior level across the Welsh Government and with key external stakeholders, such RPBs, the Children’s Commissioner for Wales, and agencies with responsibility for children and young people. 

The post offers the opportunity to hone a range of key skills in an interesting and high-profile policy area, leading on key areas of work which are a priority for the Deputy Minister for Social Services, Deputy Minister for Mental Health and Wellbeing, Minister for Education and WG senior management.

The post holder will have the opportunity to play a direct role in the development and delivery of the Community of Practice.

This is an excellent opportunity for an individual to contribute to a range of services which will impact directly on children and young people across Wales. It is a challenging, but rewarding opportunity working directly on a national level with leaders in stakeholder organisations and Welsh Government officials and Ministers.
