This role is based in the CIW Merthyr Office. Colleagues are expected to work from a blend of locations, including some time working at home, as required. The postholder will line manage Inspectors from the South East Wales area and so occasional travel will be required. Purpose of Post:

CIW is the independent regulator of social care and childcare.  CIW registers, inspects and takes action to improve the quality and safety of services for the well-being of the people of Wales.  Inspection and enforcement are key functions in the delivery of safe, high quality regulated services to the citizens of Wales.  

The primary tasks of the Team Manager is to manage a team of between 6 – 8 Inspectors to ensure that regulated care services for adults and children provide good quality, safe care and to encourage and drive improvement.  The Team Manager will assist and support the Senior Manager in the effective, timely and efficient management of service delivery.  

Team Managers will be responsible to a Senior Manager. They will have a critical function to perform to ensure the effective and timely delivery of CIW’s core responsibilities across the full spectrum of social care services for looked after children and adults. 

Key tasks:

  • To provide effective day to day management of a team of Inspectors.
  • To ensure the provision of regular reflective supervision and effective performance management of identified inspectors.
  • To champion and contribute to embedding the use of digital and ICT systems in CIW.
  • Supporting the development of staff in the team by providing induction training, briefings and acting as mentor or coach with identified regulatory inspectors and staff members. Observation and monitoring of inspection practice to identify and share good practice and areas for professional development
  • To be responsible for allocating work to designated inspectors in a timely and efficient way and in accordance with organisational processes and requirements.
  • To support the relevant Senior Manager and Head of Adult and Children’s Services Inspection in contributing to ensuring a timely and complete response to all comments, compliments and complaints, and Data Protection Act requests in accordance with organisational processes and requirements.
  • Make case management and enforcement decisions in line with the delegated responsibilities set out in CIW’s securing improvement and enforcement guidance.
  • Work closely with senior managers in Local Authority Inspection team to share intelligence.
  • To be responsible for managing regulatory activities and performance through effective contribution to staff selection, recruitment and induction.
  • Provide day to day line management oversight of arrangements for accountability and compliance of the standard and quality of all Adult and Children’s Services inspection and regulatory activity.
  • Provide strong, visible line management to regulatory inspectors demonstrating a personal commitment to the organisation’s values and goals at all levels of activity.
  • To be responsible for promoting a culture of continuous improvement, where issues of diversity and equality are fully addressed and integrated into regulatory practice and act as champion for change as required by the organisation.
  • To take responsibility for ensuring compliance with Welsh Government Health and Safety policies and procedures within the area of responsibility.
  • Assisting with the delivery of effective quality assurance audits and reviews as required.
  • Supporting inspectors with complex and challenging inspection activity when required.
  • Be responsible for liaising with other regulators including Social Care Wales, the police and other inspectorates to support effective delivery of regulation.
  • Be responsible for liaising with local authorities and health boards in relation to safeguarding and the quality of commissioned services.
  • Provide support to Senior Managers in the Adults and Children’s Services Inspection team with the oversight and monitoring of providers with multiple services in accordance with CIW guidance.
  • Consider representations in accordance with the agreed rota.
  • Collating, providing evidence to and attending Care Standard Tribunal hearings.
  • Liaising closely with team managers in the Registration and Enforcement Team and the Local Authority Inspection Team to share intelligence to inform decision making.
  • Take responsibility for own performance management and own professional development, including keeping abreast of relevant policy and legislative developments and seek appropriate development opportunities in accordance with the Welsh Government’s performance and development process and in discussion with the Senior Manager - Adult Services Inspection

Job Specific Criteria: 

1.     A recognised social care/education qualification alongside relevant experience is preferred however, applications will be accepted from candidates who are qualified to degree level or higher (in any subject) with substantial experience in safeguarding and/or improving outcomes for Adults in a health or social care context.

Examples of acceptable social care/education qualifications are (but not limited too):
•    a Diploma in Social Work (or Social Care Wales equivalent),
•    a nursing or allied health care qualification, 
•    a teaching or education qualification, 
•    a degree in Early Years/Childhood Studies 
•    a Level 5 Diploma in either Leadership for Health and Social Services or Children’s Care, Learning and Development
•    Regulation of Care Services Award (RCSA)

2.    Experience of leading, managing and developing a team effectively.

3.    Evidence of leading and driving improvement in the quality and safety of services to meet the diverse needs and requirements of service user/customer/end user.



Assessment Process

CIW follow Welsh Government recruitment processes which are competency based application forms and interviews. Shortlisting/Sift: 
Candidates will be shortlisted by assessing the evidence provided within the application, the CV and the evidence uploaded.  This will be assessed using the scoring matrix (see External Candidate Guidance at para 6) against the competencies job specific criteria as set out in the job description/job advert.

Essential Car User Allowance - Inspectors, Team Managers and Senior Managers who carry out Inspection and Regulated Activity are eligible for an Essential Car User Allowance (ECUA) allowance of £1,000 per year if you use your own car and cover in excess of 2,000 statutory miles per year. A valid driving licence and motor insurance is required.

Travel and Subsistence - The Welsh Government will reimburse employees for necessary, additional costs incurred on travel and subsistence whilst undertaking official business travel away from the normal office base.  Expenses which could have been avoided by better planning or which were otherwise unnecessary to the official purpose of the visit will not be reimbursed.
