Purpose of Post:

CIW is the independent regulator of social care and childcare. CIW registers, inspects and takes action to improve the quality and safety of services for the well-being of the people of Wales. Registration and enforcement are key functions in promoting the delivery of high quality care and support in regulated services to the citizens of Wales. Effective registration and enforcement is critical in ensuring that only reliable, safe services are registered and that timely, robust action is taken when services fail to provide safe care. 

This postholder will provide effective engagement with Welsh Government (WG) colleagues and national strategic leadership and management of the organisation’s Registration and Enforcement Team, ensuring the delivery of legally robust, consistent, effective, efficient and high quality services. The post holder will also provide leadership and management to ensure the resources of CIW are used efficiently and effectively. 

CIW is undergoing a significant change programme involving a change in structures and a move to digital services. The postholder will contribute to and support key aspects of the change agenda. 

The post holder will be accountable to the Deputy Chief Inspector (Deputy Director).

Key tasks:

  • Contribute to   the strategic leadership and direction of CIW as a member of the Senior   Management Team. Provide   authoritative, professional advice and support to the Chief Inspector, Deputy   Chief Inspectors and WG policy colleagues.   
  • Provide   national leadership and management of the registration and enforcement team, ensuring work is delivered to a high standard, consistently, in a timely way   and that decisions are communicated effectively.  
  • Take the lead   on ensuring full engagement with a wide range of relevant stakeholders, in   particular WG legal advisors, other regulators and law enforcement agencies   as well as provider associations, users of services and their carers. 
  • Provide   direction, strong leadership and line management to the Registration and Enforcement team to achieve high levels of engagement   and performance including line management of the Senior Managers (MB2/HEO).   This will involve collaborating and working in partnership, innovating and   developing practice to achieve continuous improvement, responding to the changing environment for   care and social services in Wales - the implementation of legislation and   digital services.
  • Provide strong,   visible professional leadership to the team’s registration, enforcement and support staff, demonstrating a personal commitment to the organisation’s   values and goals at all levels of activity.
  • Lead on   ensuring robust arranagements for accountability, compliance and management   oversight of the standard and quality of all registration and enforcement activity.  
  • Lead on ensuring the effective delivery of quality assurance arrangements to promote   continuous improvement in registration and enforcement services.    
  • Take lead   responsibility for contributing to and implementing programmes and   initiatives to improve the skills, competence, capability, engagement and well   being of all staff within the Registration and Enforcement Team.  
  • Take the lead   in ensuring the availability and provision of robust support and advice to   staff involved with complex cases.  
  • Act as decision   maker in complex cases including urgent cancellation, Regulation of   Investigatory Powers Act (RIPA) and   joint investigations with other agencies including the police in relation to   very complex cases. Ensure appropriate   deputising arrangements are in place as and when required to avoid unecessary delay.  
  • Lead a team of professional staff to provide   information on care and social services across Wales in order to meet   statutory requirements, inform Ministers and policy development, and provide   a basis for decision making and performance management.  
  • Lead on   contributing to the corporate delivery of CIW’s work through leadership and   programmed management of national projects.     
  • Ensure that information   from the team contributes via the Senior Management Team to the development   of Welsh Government policy.  
  • Provide senior   leadership in developing close collaborative working across Welsh Government   and with other regulators including Social Care Wales other inspectorates,   including at a UK level and a wide range of public and private organisations   in the care sector in developing and delivering citizen led regulation. Supporting a coherent relationship between   inspection, regulation, commissioning and professional workforce development.  
  • Managing own   professional development and seeking appropriate opportunities in discussion   with the Deputy Chief Inspector.

Job Specific Criteria:


  1. A graduate with a relevant degree or a recognised Social Care qualification, such as a Diploma in Social Work (or Social Care Wales equivalent), nursing or allied health care qualification or a teaching qualification along with experience of providing effective senior leadership, managing change and driving improvement within a social care or health organisation..
  2. Proven track record of providing leadership and direction to staff working in dispersed locations, managing resources and projects to ensure effective      service delivery.
  3. Knowledge and understanding of relevant legislation in relation to the delivery of social care in Wales.
