Purpose of Post:

The Health Science and Allied Health Professions Division (HAD) is a team of six people within the Welsh Government’s of Directorate of Primary Care and Innovation (DHP). HADs role is to develop and implement the policies and priorities for health science and allied health professions related areas as well as provide professional leadership for these professions ensuring this meets the needs of the Welsh Government’s agenda.

 The post holder will report to the Chief Scientific Adviser for Health (DD), and is responsible for leading on ionizing and non-ionising radiation related areas related to medical exposures. This includes:

  • Working closely with Health Protection and Quality and Safety colleagues on joint priorities as well as external stakeholders e.g. NHS Wales, Natural Resources Wales, Public Health England, Department of Health and Social Care, Office for Security and Counter Terrorism, Department of Business Energy and Industrial Strategy.
  • Leading on national priorities related to radiation e.g. Ionizing Radiation for Medical Exposure Regulations 2017, Ultrasound governance.
  • Working closely with national Advisory groups and national Programme teams to ensure Welsh Government is connected to Welsh and UK plans.

 The post holder is expected to cover a wide breadth of radiation related work and to provide policy and practical advice/support to the Head of Division, Welsh Government policy leads and external stakeholders.

Key tasks:

Management

  • Provide leadership, professional advice and management for the Health Sciences related to radiation, both ionising and non-ionising.
  • Provide corporate support to the Health Sciences Branch, where necessary acting in capacity of Head of Branch.

Project leadership

  • Working with UK Government and regulators to review regulatory frameworks, quality and safety related to ionising radiation exposures for medical purposes.
  • Engage with UK and Welsh stakeholders as required to reduce access to high activity radiation sources used for medical exposures.
  • Work with national programmes on health science to ensure quality and safety actions are aligned with new and existing Welsh Government policies

Policy

  • Working with UK and Welsh partners on medical exposures policies related to BREXIT e.g. Euratom.
  • Develop  policy of other ad-hoc radiation and health science related initiatives.

Advisory

  • Work with relevant national advisory groups e.g. Administration of Radioactive Substances Advisory Committee, Medical Radiation Liaison Group, Welsh Scientific Advisory Group, Committee on Medical Aspect of Radiation to ensure interoperability with Welsh Government and NHS Wales needs.
  • Liaise with key external bodies to ensure successful implementation of relevant programmes in Wales e.g. NHS Wales.
  • Provide timely and high quality advice and analysis to Ministers and officials on radiation and health science to inform policy development.
  • Represent the Welsh Government at external meetings, and present at and/or attend key events

Administration of Regulations

  • Provide advice & support to team members and wider health community in Wales on radiation and health science related matters.

Finance

Ensure appropriate budget management controls and reporting processes are in place for to ensure good practice and support the appropriate management of the related health science budgets (e.g. National Imaging Implementation Plan).

Development opportunities:

The post provides an opportunity to be responsible for leading and managing a high level Wales-wide initiative with strong potential for patient and public benefit across a range of disease areas.

There is strong potential for gaining experience of building effective collaborations and developing strong partnership working both within Wales and across the UK.
