Purpose of Post:

The post holder is required to:

  • provide expert professional advice to the Chief Nursing Officer/NHS Nurse Director, other healthcare professionals and civil service colleagues on communicable disease control, health protection, healthcare associated infection, occupational health and emergency planning, nurse education and service delivery relating to the agreed professional remit;
  • act as the specialist community and primary health nursing lead. This will includes working with policy colleagues in CMO’s primary care directorate to support the implementation of the Primary Care Delivery Plan; with workforce and OD directorate to drive improvements in workforce planning for community based nursing services; working with Public Health Wales on population health related activities; work with all NHS organisations on development of community and primary care based nursing services with the NHS.
  • represent the directorate of nursing on relevant committees, networks and working groups as required and to act as a key contact between external professional groups and organisations;
  • develop professional networks relating to subject areas in Wales, across the UK and internationally where appropriate to maintain contemporary knowledge and expertise;.
  • support the Chief Nursing Officer in their role as Nurse Director for Wales.

This will require effective matrix working with the other directorates within the Department for Health and Social Services, particularly with the areas led by the  Chief Medical Officer.      

Key tasks:

  • Acting as the Welsh Government’s senior nursing advisor on communicable disease control, health protection, healthcare associated infection, occupational health, emergency planning, community nursing and primary care/public health nursing.
  • Advising on government policy development, implementation and evaluation
  • Supporting the strategic and performance management functions of the Dept of HSS
  • Supporting the clinical governance assurance functions of the Dept of HSS
  • Providing day-to-day advice and support to the Welsh Government
  • Leading specific programmes and projects for Ministers and Dept of HSS Directors
  • Providing a link between WG and relevant public sector organisations across Wales
  • Ensuring links to relevant bodies beyond the borders of Wales
  • Provide expert professional advice to the Chief Nursing Officer/NHS Nurse Director and Welsh Government on all matters relating to the agreed remit for the post by complex analysis, interpretation and comparison of a range of options as well as drawing as necessary on the knowledge, opinions and expertise of relevant external reference groups.
  • Provide professional leadership in the development, monitoring and review of policy in relation to the agreed specialist subject areas, taking account of relevant policy developments across the UK
  • Provide professional leadership in the implementation and delivery of policies and strategies in NHS Wales in line with Welsh Government’s programme of government in relation to the agreed specialist subject areas.
  • Provide professional leadership in the development of strategies to maintain the delivery of high quality services and patient safety and support the CNO/NHS Nurse Director in monitoring the quality of these services in line with the NHS Outcomes framework and care metrics dashboard developed to monitor the health and care standards (2015).
  • Provide professional leadership in the research and development of practice and services,
  • Contribute to the assessment of new capital schemes related to the specialist subject areas.
  • To provide expert advice and professional leadership in matters relating to estates and facilities management, and procurement as they relate to the role. To work closely with bodies such as Welsh Health Estates and NHS Shared Services.
  • Provide professional leadership in the development of nursing information management and technology systems and encourage their use in the promotion of evidence based practice.
  • Undertake any other agreed roles and duties within the directorate of nursing to ensure that the team meets all requirements and objectives of Welsh Government.
  • To provide direct first line management and mentoring of any secondees and administrative staff aligned to the post, including overseeing induction and awareness of relevant WG policies.

1.Registered with the Nursing and Midwifery Council on a part of the Register relevant to the post

2.Experience at a senior level (e.g. AfC band 8b nurse above) within service or education and evidence of continuous professional development.

3.Experience of fulfilling a nursing advisory role at a strategic level (within the NHS or the Government)

The Department for Health and Social Services (Dept of HSS) advises the Welsh Government on policies and strategies for health and Social care in Wales. It also develops and leads on public health strategy and programmes with the aim of protecting and improving health and reducing health inequalities.

Nursing Directorate

The Nursing Directorate provides expert professional advice on nursing, midwifery and specialist community public health nursing matters to Welsh Government Ministers and officials as well as leading on a number of specific policy areas, namely:
